PMO Lead (Project Management Office Lead)
Reports To
PMO Director / IT Leadership

Position Summary
Lead the Project Management Office (PMO) function by driving demand management, portfolio governance, investment planning, resource capacity management, executive reporting, stakeholder engagement, and continuous process improvement. Ensure business demands, projects, programs, and investments are aligned with organizational strategy, governance standards, capacity constraints, budget objectives, and business priorities. Act as a strategic partner between business stakeholders, IT leadership, and delivery teams to maximize portfolio value and delivery effectiveness.

Key Responsibilities
1. Business Relationship & Portfolio Management
Stakeholder Management
  • Serve as the primary liaison between business stakeholders, IT leadership, delivery teams, and external partners.
  • Establish strong business relationships to understand strategic objectives, priorities, and technology needs.
  • Facilitate communication and collaboration across all stakeholders.
  • Ensure stakeholder expectations are managed and aligned throughout the portfolio lifecycle.
  • Obtain required approvals and support governance decision-making.
Portfolio Review & Tracking
  • Conduct regular portfolio reviews to assess progress, risks, dependencies, investment performance, and business value realization.
  • Monitor portfolio health, project outcomes, and strategic alignment.
  • Provide recommendations regarding portfolio prioritization and resource allocation.
  • Ensure initiatives continue to align with business objectives and investment strategies.
Communication Management
  • Communicate portfolio status, risks, issues, decisions, and changes to all relevant stakeholders.
  • Maintain transparency through executive reports, dashboards, governance reviews, and steering committee updates.
  • Ensure accurate documentation of decisions, approvals, and portfolio changes.

2. Demand Management & Business Planning
Assess & Manage Business Demand
  • Establish and govern the demand intake, evaluation, and prioritization process.
  • Work with business leaders to capture, define, quantify, and assess new demand requests.
  • Perform impact assessments, feasibility reviews, and business alignment evaluations.
  • Ensure demands are aligned to strategic goals, business priorities, and available capacity.
Demand Management for Resource Capacity
  • Coordinate with delivery teams, resource managers, and business stakeholders to assess resource availability.
  • Partner with managed service providers and internal teams to plan and prioritize demand execution.
  • Provide visibility into upcoming demand pipelines and resource requirements.
  • Facilitate demand review forums and prioritization discussions.

3. Portfolio Governance & Investment Management
Steward Investment Portfolios
  • Own and govern project, program, and enhancement portfolios.
  • Ensure investments align with organizational strategy, business value, risk tolerance, and resource constraints.
  • Balance portfolio demand against available budget, capacity, and strategic priorities.
  • Monitor portfolio performance and recommend investment adjustments.
Investment Planning
  • Support investment planning, business case reviews, and funding decisions.
  • Facilitate portfolio prioritization, investment reviews, and strategic planning activities.
  • Track portfolio financial performance, budget utilization, and investment benefits realization.
  • Provide recommendations for portfolio optimization and value delivery.
Governance
  • Maintain PMO governance frameworks, standards, methodologies, and controls.
  • Ensure compliance with organizational policies, PMO processes, and reporting standards.
  • Facilitate governance councils, steering committees, and portfolio review meetings.
  • Drive project and portfolio decision-making through data-driven governance practices.

4. Program & Project Oversight
  • Monitor project and program health including scope, schedule, budget, quality, risks, issues, and dependencies.
  • Review project plans, status reports, financials, and key deliverables.
  • Ensure project delivery follows approved PMO methodologies and governance standards.
  • Support project managers and delivery teams in resolving delivery challenges.
  • Escalate critical issues requiring leadership intervention.
  • Drive successful execution from initiation through project closure.

5. Resource & Capacity Management
Support Capacity Planning
  • Lead enterprise resource capacity planning activities.
  • Maintain visibility of current and future resource demand, utilization, and availability.
  • Coordinate with tower leads, resource managers, and delivery leaders to optimize workforce allocation.
  • Identify resource gaps, skill shortages, and capacity risks.
  • Support workforce forecasting, hiring plans, vendor utilization, and succession planning.
  • Provide capacity-based recommendations for portfolio prioritization.

6. Portfolio Reporting & Executive Communication
  • Prepare executive dashboards, portfolio health assessments, and leadership presentations.
  • Publish Weekly Status Reports (WSR), Monthly Portfolio Reports, and Executive Portfolio Summaries.
  • Provide visibility into:
    • Portfolio performance
    • Resource utilization
    • Demand pipeline
    • Capacity planning
    • Financial performance
    • Risks and issues
    • Strategic alignment
  • Present portfolio insights, recommendations, and decision-support information to senior leadership.

7. Risk, Issue & Dependency Management
  • Establish and govern RAID (Risks, Actions, Issues, Dependencies) management practices.
  • Monitor portfolio-level and project-level risks.
  • Facilitate mitigation planning and escalation management.
  • Ensure cross-functional and cross-portfolio dependencies are identified, tracked, and managed.
  • Drive timely resolution of critical issues impacting portfolio execution.

8. Process Improvement & PMO Excellence
  • Drive continuous improvement of PMO processes, governance practices, tools, and reporting capabilities.
  • Standardize project, portfolio, demand, and resource management processes.
  • Promote adoption of ServiceNow SPM, Agile delivery, portfolio governance, and reporting standards.
  • Develop PMO metrics, KPIs, and maturity assessments.
  • Mentor project managers, portfolio managers, and PMO team members.
  • Support organizational PMO maturity and operational excellence initiatives.

Preferred Qualifications
  • Bachelor's degree in Business Administration, Information Technology, Engineering, or a related field.
  • PMP, PgMP, PMI-ACP, PRINCE2, SAFe, or equivalent certifications.
  • 10+ years of project, program, portfolio, or PMO leadership experience.
  • Experience leading enterprise PMO, portfolio management, or demand management functions.
  • Experience managing strategic investment portfolios and enterprise governance frameworks.
