Overview

The Preconstruction Manager leads and manages the preconstruction process for complex industrial construction projects, from early concept through project handoff. This role is responsible for developing accurate cost estimates, schedules, scopes, and execution strategies while partnering closely with operations, estimating, design teams, and clients.


The Preconstruction Manager plays a critical role in risk identification, value optimization, subcontractor engagement, and client-facing presentations, ensuring projects are positioned for successful execution. This position requires strong technical expertise, leadership capability, and the ability to balance detail-driven analysis with strategic decision-making.


Responsibilities

  • Lead the preconstruction process for industrial construction projects from early concept through project handoff, collaborating with internal teams to define project scope, budgets, schedules, and execution strategies.
  • Develop accurate conceptual, schematic, design development, and GMP cost estimates, including detailed quantity take-offs and pricing narratives.
  • Evaluate site conditions, constructability, logistics, phasing, and risk factors to proactively identify challenges and opportunities.
  • Solicit, evaluate, and level subcontractor and vendor bids to ensure complete scope coverage, competitive pricing, and alignment with project requirements.
  • Establish and maintain strong relationships with subcontractors, vendors, and suppliers to support successful project outcomes.
  • Lead value engineering and cost optimization efforts while maintaining quality, safety, and schedule objectives.
  • Support business development pursuits by contributing to proposals, interviews, and client presentations.
  • Present preconstruction strategies, budgets, schedules, and recommendations to clients and internal stakeholders.
  • Continuously update estimates, schedules, assumptions, and project documentation throughout the preconstruction phase.
  • Partner with Project Managers and field leadership to ensure a seamless transition from preconstruction to project execution.
  • Assist in developing procurement strategies, staffing plans, and project execution plans.
  • Ensure preconstruction deliverables are complete, accurate, and well-documented prior to project award.

Qualifications

  • Bachelor’s degree in Construction Management, Engineering, or a related field, or equivalent industry experience.
  • 5+ years of experience in preconstruction, estimating, or project management within industrial or commercial construction.
  • Strong technical knowledge of construction means, methods, and trade sequencing.
  • Proven experience preparing and managing detailed construction estimates and schedules.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent communication, presentation, and negotiation skills.
  • Ability to lead cross-functional teams in a fast-paced, deadline-driven environment.

Desired Skills

  • Experience supporting industrial, manufacturing, clean room, or process-driven facilities.
  • Experience with GMP, design-build, and negotiated contract delivery methods.
  • Proficiency with estimating, scheduling, and project management software (e.g., Primavera P6, estimating platforms, Excel).
  • Experience leading value engineering and constructability reviews.
  • Prior involvement in client interviews and proposal development.
