180 probationary period

B.S./B.A. in Business Administration, Public Administration, Finance or related field. A minimum of three years of experience with government procurement required and knowledge of contracting and grant management highly preferred. Ability to communicate effectively and write training instructions, analyze and communicate concepts in pertinent areas of training and prepare/deliver speeches before specialized audiences. Ability to perform intermediate-level mathematical operations; make independent decisions; interpret and explain technical material and financial issues; independently investigate and resolve discrepancies; and establish facts and draw conclusions to resolve practical everyday problems with minimal supervision. Experience managing federal and state transit/transportation grants preferred. Operation of Microsoft Office applications or current office suite software used by the County including Word, Excel, PowerPoint, and other financially oriented software applications. Must demonstrate excellent computer skills, organizational skills, communication skills, interpersonal skills, and ability to multi-task. Position requires no more than normal physical abilities. Must obtain Public Procurement Officer (CPPO) certification within three years of date of hire.

At the direction of the Budget Director, coordinates procurement and bid processes. Facilitates and schedules ongoing procurement training for County personnel as needed. Schedules ongoing contract monitoring meetings with contract managers. Reviews contracts, Requests for Proposals (RFP), Bids (RFB), and Quotes (RFQ) as assigned; ensures proper contract forms utilized (e.g. Professional Service Agreement, Master Service Agreement); and works with various department contract managers to resolve any issues. Ensures accuracy and completeness of all required documents and compliance with procurement regulations, procedures, and policies. Serves as liaison between departments and the offices of the Board's legal counsel and Auditor to ensure procurement compliance. Research market sources and vendors to locate and ensure most cost effective and competitive pricing for the purchase of supplies and services. Formulates short-term and long-term strategic procurement plans to maximize buying power and minimize inefficiencies. Attends and participates in Board meetings and local, state, and national conferences as required.

Applies for and manages state and federal transit grants. Works closely with the Clermont Transportation Connection (CTC) Director to prepare operating and capital budget projections. Ensures expenditures comply with ODOT and FTA regulations. Prepares and submits applications, contracts, agreements, and reports. Manages drawdowns, processes receipts, and maintains accurate ledgers and reconciliations with the County Auditor's records. Ensures compliance with all federal and state guidelines. Supports audits and triennial reviews through document preparation, participation in meetings and follow-up. Prepare public presentations as needed.

Under general supervision of the Budget Director or Assistant Budget Director, performs routine and non-routine administrative support functions. Serves as liaison between the Office of Management and Budget, Board of County Commissioners, and other department Directors and Elected Officials. May be assigned special projects. New and other related duties as assigned.
