    Job Description

    Overview

GDC IT Solutions is currently seeking a Product Manager to work in a hybrid capacity, with 2 days per week on-site at the Pennsylvania Public Utility Commission (PA PUC). This position will support a three-year modernization initiative for the Commission's CAI application, which is critical to resolving public complaints involving utility companies.

As a Product Manager, you will be responsible for defining and executing the product vision, strategy, and roadmap for the modernization of the CAI application. You will work closely with business stakeholders, solution architects, developers, UX/UI designers, and vendors to translate business needs into actionable requirements, prioritize product features, and guide the solution through design, development, testing, and implementation. The ideal candidate will ensure the modernized application meets current and future business needs while adhering to enterprise architecture, security, accessibility, and data privacy standards.

    Responsibilities

    • Own the product vision, strategy, and roadmap for the CAI application modernization initiative.

    • Serve as the primary liaison between business stakeholders and the technical delivery team.

    • Elicit, document, prioritize, and manage business and functional user stories from stakeholders across the Commission.

    • Translate business requirements into clear user stories, acceptance criteria, and product backlog items.

    • Prioritize features and technical work based on business value, risks, dependencies, and strategic objectives.

    • Collaborate with solution architects, developers, UX/UI designers, and vendors to define technical approaches, platform options, architecture, and integration decisions.

    • Guide product design, development, testing, and implementation to ensure the solution meets business requirements.

    • Facilitate Agile ceremonies, including backlog refinement, sprint planning, sprint reviews, and retrospectives, as needed.

    • Define success metrics and key performance indicators (KPIs) and track progress against established product goals.

    • Identify risks, dependencies, and impediments and drive their resolution.

    • Support change management, user adoption, and training efforts associated with the modernized application.

    • Ensure the product aligns with Commonwealth and PA PUC standards for security, accessibility, including Web Content Accessibility Guidelines (WCAG), data privacy, and regulatory compliance.

    • Provide regular status updates, progress reports, and recommendations to IT leadership and business sponsors.

    Minimum Qualifications

    • Demonstrated experience in product management, including defining product vision, strategy, and roadmaps.

    • Experience gathering, documenting, prioritizing, and managing business requirements, user stories, acceptance criteria, and product backlogs.

    • Experience working with business stakeholders and technical teams to translate business needs into functional requirements and deliverable solutions.

    • Experience collaborating with developers, solution architects, UX/UI designers, and other technical resources throughout the software development lifecycle.

    • Experience prioritizing product features and managing competing business needs, technical dependencies, risks, and delivery objectives.

    • Experience supporting application design, development, testing, and implementation.

    • Strong communication, stakeholder management, facilitation, and organizational skills.

    • Experience leading or supporting enterprise application modernization initiatives.

    • Experience working in Agile environments and facilitating Scrum ceremonies.

    • Experience with enterprise architecture, application integrations, and technical platform selection.

    • Experience defining and monitoring product success metrics and key performance indicators (KPIs).

    • Experience supporting organizational change management, end-user training, and adoption initiatives.

    • Familiarity with accessibility standards, including WCAG, and security, data privacy, and compliance requirements.

    • Experience working with public-sector organizations or within a regulated environment.
