Our Licensing and Customer Support Services (LCSS) Unit in our Business and Professions Division (BPD) is currently recruiting for 2 Professional Licensing Supervisors to support licensing activities.

As one of the most visible state agencies and the second-largest revenue generator in Washington State, we engage with over 6 million residents each year and collect nearly $3 billion in taxes and fees. Duties

As a Professional Licensing Supervisor, you will provide direct supervision and leadership to staff responsible for the processing of professional license applications across multiple programs. You will ensure staff consistently interpret and apply licensing laws, rules, agency policies, and established procedures while delivering accurate, timely, and high-quality service. In this role, you will monitor workload and team performance, provide guidance on complex licensing questions and application issues, and support staff in making appropriate determinations on applications, exam requests, renewals, and incomplete submissions. Success in this position requires strong supervisory skills and the ability to lead in a fast-paced, evolving environment while collaborating with leadership, internal teams, professional associations, and other jurisdictions. You will also support system integrity by helping staff identify, report, track, and test solutions to licensing system issues and by contributing to process improvements that enhance efficiency and customer experience. Your ability to lead staff, promote accountability, foster a high-performing team, and drive continuous improvement will be critical to achieving positive outcomes for both customers and the agency.

Some of what you will do:

  • Supervise licensing staff by establishing clear performance expectations, supporting professional development, and ensuring team goals are achieved.
  • Hold licensing staff accountable for meeting established licensing processing standards, including applicable timelines, procedures, and quality expectations.
  • Collect training feedback and report training deficiencies to the Licensing and Customer Support Services (LCSS) development team.
  • Actively participate in calls, call shadowing, call metrics review, and escalated calls to identify improvements and provide constructive feedback to staff.
  • Manage SQR process for system related issues, using applications and DOL software to document, report, track, and test fixes.
  • Research and support public disclosure requests, data requests, and workload reports related to licensing.
  • Support front counter staff with customer questions and requests.

Qualifications

What you will bring to the role:

  • Six (6) years of experience in a licensing or regulatory program. This experience may come from working in licensing or in a regulated field where you applied, interpreted, or helped others comply with rules and requirements.

OR

  • One (1) year of experience as a Professional Licensing Representative 1.

  • Experience must include the following:

  • Three (3) years of customer service experience providing assistance by phone or in person, including regularly explaining rules, policies, procedures, or requirements.

  • Two (2) years of experience supervising staff, including providing direction, guidance, coaching, and feedback.

  • One (1) year of experience communicating effectively, both verbally and in writing, with a diverse customer base while maintaining confidentiality.

  • One (1) year of experience accessing, entering, and maintaining information across multiple database systems.

  • One (1) year of experience creating, maintaining, and updating records using multiple software applications.

  • One (1) year of professional telephone experience, including operating a multi-line phone system, answering and transferring calls, taking messages, and providing assistance by phone.

  • The ability to:

Up to four (4) years of relevant education (Business/Public Administration, Auditing, Criminal Justice or a closely allied field) may substitute year for year for experience.

Associates degree = 2 years | Bachelor's degree = 4 years

  • Developing specific relevant measures and using them to improve performance, motivate staff, and influence decision makers.

  • Assisting in developing personal training plans that instruct, coach, and identify training needs.

  • The ability to identify, investigate, and resolve customer technical issues using an organization's computer software or systems.

Additional Requirements of Employment

  • This position follows a hybrid work schedule which requires working onsite every Wednesday and Thursday at our Olympia, WA office, with additional onsite days scheduled throughout the month to meet in-person customer service needs.

Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
