About this Job
The Division of Administration/Louisiana Property Assistance Agency has a vacancy.
Louisiana Revised Statutes Title 39:321 through 39:332 and Title 39:360 through 39:364 make the commissioner of administration responsible for the oversight of the state's inventory of movable property and the fleet management program. The commissioner delegated the responsibility for performing tasks necessary to comply with these requirements to the Louisiana Property Assistance Agency (LPAA). While there are a multitude of tasks performed by all LPAA employees that allow the commissioner to comply with those requirements, the Compliance Section's efforts heavily contribute to the agency's ability to successfully fulfill the commissioner's requirements as dictated by the statutes listed above.

The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
Minimum Qualifications
Three years of experience in compliance programs, federal jobs training programs, accounting, auditing, labor relations, workforce development, or administrative services; OR
Six years of full-time work experience in any field; OR
A bachelors degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Conduct compliance audits of all state agencies' inventories of movable property and fleet management activities to determine if the agency is in compliance with all applicable laws, rules, and regulations. To accomplish this, the incumbent is required to:
o Run reports from the State's Official System of Recordation for movable property (Protégé) and review the results of the reports.
o Select and view a statistical sample of the agency's physical inventory of movable property. Review the agency's in-house purchasing, property, and fleet files.
Interview property and fleet managers when discrepancies need resolving.
o Traveling statewide to verify the accuracy of data contained in the reports against the on-sight discoveries and the information provided by property and fleet management staff.
o Using independent judgment to ascertain what property and fleet program deficiencies exist.
o Using information gathered from the audit to prepare detailed, complex audit reports that the incumbent reviews with the Compliance Supervisor. Once reviewed, the audit reports are submitted to the audited agency. The reports point out deficiencies, and they include concise, succinct corrective actions needed to correct the deficiencies.
o Serve as a liaison between LPAA's management and agency property or fleet manager to correct underutilized vehicle issues that may exist. Contacted Fleet managers concerning non-compliance with vehicle reporting or operation procedures.
o Generate agency visitation reports documenting that the incumbent has had contact with the agency property manager or fleet manager
o Can be required to prepare evidence and serve as a principal witness in court cases involving extreme violations of movable property statutes, rules, and regulations.
Provide training to the property managers and the fleet managers so that they understand the requirements of the governing statutes and administrative codes.
o Clarify misunderstanding of the statutes. Keep agencies up to date on any new laws or rule changes. Review agency policies and procedures. Review agency operations to ensure that their records are accurate and up to date. Also reviews new purchases and deletions to determine if these transactions are made properly. Provides analysis of vehicle usage and vehicle operations.
o Conduct spot audits of state agencies for internal control deficiencies. Examine records to ascertain weaknesses. Submit findings and corrections to the Program Compliance Officer Supervisor. As needed, assists agencies with establishing internal controls and updating filing systems.
Assist agencies with annual Property Certification requirements.
o Incumbent contacts agency property managers relative to their certification due date and determines if there are any problems. If agency is unable to meet the due date, incumbent suggests that a request for an extension be applied for. If an agency experiences problems with their annual reconciliation of property or fleet records, the incumbent works with the property managers and fleet managers to identify exceptions and/or discrepancies and makes recommendations for solutions.
o Reviews agency property certification packets and makes recommendation to Compliance Supervisor for approval/disapproval of agencies' property certifications.
Assist with Preference Buyer Program mandated by statute.
o Conducts site visits of Preference Buyer applicants and submits recommendation for approval/denial to Compliance Supervisor.
o Conducts spot audits of Preference Buyer's inventory to determine compliance issues. Prepares complex, detailed audit reports of Preference Buyer's when compliance issues are severe enough to warrant a report.
o Can be required to prepare evidence and serve as a principal witness in court cases involving extreme violations of movable property statutes, rules, and regulations.
Perform miscellaneous duties
o Contacts agencies or makes site visits at LPAA Management's instructions to determine a variety of things, including, but not limited to:
1.Gather information regarding the appropriateness of property and fleet use/abuse complaints.
2.When making site visits, incumbent picks up small items (typewriters, calculators, etc.) for which he has been given an approved transfer that declares the equipment to be surplus.
o Performs any other duty required by manager or supervisor.
