SALARY: $65,063
Minimum Qualifications:
Bachelors Degree in Business, Public Administration, Social Work, (Community Health, Public Health, Public Health Administration preferred) or a related field required; supplemented by one year of experience in statistical and data analysis (in a community health or social services setting preferred), sampling and surveying activities (monitoring and evaluating program activities preferred), or conducting quantitative and qualitative research; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: None.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
Examination:
The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Purpose of Classification:
The purpose of this classification is to perform process duties related to analyzing specific programs, operating procedures, and business practices, including providing recommendations for program improvements and increased operational efficiency, conducting research on specific programs, and performing qualitative and quantitative data analysis. Program Evaluation Specialist analyzes and makes recommendations regarding program improvements and operational efficiency, advises departments in formulating program goals, objectives, and strategies in addition to developing and designing performance indicators to measure the achievement of program goals and objectives. This series is distinguished from the Budget Analysis series by the emphasis placed on all phases of operational efficiency rather than on centralized budget development and monitoring.
Essential Functions:

Researches and analyzes specific programs, operating procedures, and business practices of assigned department(s) and makes recommendations for program improvements and increased operational efficiency.
Provides general advisory services to departmental administrators in the areas of budget, finance, management, systems analysis, procurement, industry and market research, program planning, strategic planning, and organizational development.
Conducts institutional research and development and identifies funding sources.
Reviews, analyzes, and develops programs.
Collects and compiles financial and performance data.
Develops evaluation design and data collection instruments, collects and analyzes data, writes reports, and reports findings to support recommendations.
Performs qualitative and quantitative data analysis in support of program evaluation.
Conducts special projects and studies for managers and officials.
