Job Title: Program Manager 3 / PM3
Location: Columbus, OH
Work Model: Onsite
Compensation: $114-119k


POSITION OVERVIEW
We are seeking an experienced Senior Project Manager to lead the full-scale modernization and rewrite of client Licensing and Quality System (OCLQS). This modernization will improve statewide licensing workflows and enhance Step Up To Quality (SUTQ) program operations, delivering a more efficient, user-friendly, and integrated platform for providers, stakeholders, and families.
This role requires strong leadership in complex technology modernization projects. Experience with Salesforce—whether managing Salesforce-based projects, working with Salesforce development teams, or overseeing integrations—is highly desirable. A PMP certification is strongly preferred.

WHAT YOU WILL BE DOING
  • Lead the end-to-end rewrite of the OCLQS system, including planning, requirements gathering, development, testing, deployment, and post-launch support.
  • Provide strategic direction and oversight for system modernization activities using Salesforce or integrating Salesforce components where appropriate.
  • Partner closely with IT, product owners, licensing specialists, SUTQ program staff, business analysts, QA, and external vendors, ensuring alignment throughout the project lifecycle.
  • Develop and maintain project plans, budgets, schedules, risk logs, and communication deliverables.
  • Facilitate stakeholder input from licensing staff, SUTQ administrators, child care providers, technical teams, and leadership.
  • Ensure compliance with state policies, data security standards, and federal reporting requirements.
  • Lead change management planning, system testing strategies, and statewide implementation activities.
  • Champion user-centered design and continuous improvement to enhance provider experience and reduce administrative burden.
  • Provide clear, concise executive reporting to department leadership and oversight bodies.


WHAT’S NEEDED
  • Bachelor’s degree in information systems, business administration, public administration, or a related field.
  • 7+ years of experience managing large-scale technology projects, system modernizations, or enterprise software implementations.
  • Demonstrated experience leading cross-functional, multi-stakeholder initiatives.
  • Strong understanding of project management methodologies and SDLC processes.
  • Excellent communication, leadership, and analytical skills.
Preferred Qualifications
  • PMP certification (strongly preferred).
  • Experience working on projects involving Salesforce (Sales Cloud, Service Cloud, Experience Cloud, or custom Salesforce applications).
  • Familiarity with CRM platforms, workflow automation, case management solutions, and system integration best practices.
  • Experience with state government systems, human services, licensing programs, or quality rating systems.
  • Knowledge of data migration strategies and cloud-based application architecture.
