Program Manager

Overview

We are seeking a QA/QC Program Manager to lead quality assurance and quality control oversight across engineering, construction, capital projects, and maintenance/overhaul activities. This role is responsible for implementing and managing quality standards, inspection programs, and compliance processes across multiple projects and disciplines. The ideal candidate will have strong engineering or construction experience, proven quality management expertise, and the ability to collaborate with project leaders, plant operations, and construction teams to ensure successful project execution.

Responsibilities

• Manage the overall QA/QC oversight process for engineering, construction, capital improvement, and maintenance projects.
• Develop, coordinate, implement, and monitor quality assurance and quality control programs across multiple projects and operational areas.
• Partner with project managers, project leads, plant leadership, and maintenance teams to ensure compliance with quality standards and project requirements.
• Provide guidance and support in developing project-specific QA/QC plans and quality strategies.
• Assist in the development of inspection and testing plans, including identification and scheduling of quality witness and inspection points.
• Coordinate the activities of QA/QC inspectors and quality personnel in support of project execution.
• Conduct field inspections and reviews of construction activities to evaluate quality, safety, compliance, and workmanship.
• Oversee quality-related aspects of procurement, material receipt, fabrication, installation, testing, and project documentation.
• Monitor project schedules, staffing requirements, and inspection resource allocation to ensure effective execution.
• Manage quality oversight for contractors, vendors, and supplemental inspection personnel.
• Establish and maintain consistent construction quality standards and processes across multiple projects.
• Review and analyze quality performance metrics and industry trends to identify opportunities for continuous improvement.
• Provide recommendations to construction leadership regarding quality performance, risk mitigation, and process enhancements.

Required Qualifications

• Bachelor's degree in Engineering, Construction Management, Quality Management, or a related technical discipline, or equivalent industry experience.
• Significant experience in quality assurance, quality control, construction management, engineering, or project oversight.
• Strong knowledge of QA/QC principles, construction inspection processes, testing procedures, and quality management systems.
• Experience developing and implementing quality plans, inspection plans, and testing programs.
• Ability to interpret engineering drawings, specifications, codes, and construction standards.
• Experience coordinating multiple projects, disciplines, and stakeholders simultaneously.
• Strong leadership, organizational, and project management skills.
• Excellent written and verbal communication skills.
• Proficiency with project documentation, reporting, and quality tracking systems.
• Strong understanding of construction safety requirements and field operations.

Preferred Qualifications

• Experience supporting large-scale capital projects, industrial construction, energy, utility, or infrastructure environments.
• Professional quality certifications such as Certified Quality Engineer (CQE), Certified Manager of Quality/Organizational Excellence (CMQ/OE), or related credentials.
• Experience managing contractor quality programs and inspection teams.
• Knowledge of quality performance metrics, continuous improvement methodologies, and industry best practices.
• Demonstrated ability to analyze quality trends and recommend process improvements across complex project portfolios.
