REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
MINIMUM QUALIFICATIONS
Applicants must meet the education and professional requirements applicable to their USPHS professional category. No specific academic discipline is required for this position.
Applicants must demonstrate progressively responsible program-management or project-management experience, including experience coordinating work across organizational boundaries.
Applicants should demonstrate at least two years of meaningful experience in one or more of the following areas:
Program management, judgment, coordination, authority awareness, learning agility, and demonstrated ability to manage complex multidisciplinary work are primary evaluation criteria. Relevant contract-governance or acquisition experience is valuable but is not required when an applicant otherwise demonstrates the knowledge, transferable experience, judgment, capability, and potential required for the position.

Certifications such as Federal Acquisition Certification for Contracting Officers Representatives, Project Management Professional, Federal Acquisition Certification, comparable acquisition credentials, or financial-management credentials may strengthen an applicants preparation but are not required.

Additional information
This is a U.S. Public Health Service (PHS) position within the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director of Administration, Health Information and Technology Unit (HITU), Contracts and Acquisition Management Section (CAMS), Contract Governance Office (CGO). This is a non-supervisory position.
The incumbent serves as a Contract Governance Program Manager within the Contract Governance Office and manages an assigned portfolio of health care technology contracts from award through closeout. The incumbent serves as the primary point of accountability for coordinating contract performance, tracking deliverables, monitoring funding and period-of-performance status, documenting performance information, and supporting authorized Contracting Officers Representatives. The incumbent reports directly to the CGO Supervisory Lead.
SUPERVISORY CONTROLS:
The incumbent reports directly to the CGO Supervisory Lead.
Assignments are generally long-term, recurring, or broadly defined. The CGO Supervisory Lead assigns contract portfolios, establishes priorities, identifies expected outcomes, and provides guidance on office procedures, organizational priorities, and matters requiring elevation. The incumbent independently plans and organizes assigned work; determines the sequence of activities; manages schedules, deliverables, funding information, documentation, and stakeholder coordination; and identifies issues requiring attention.
The incumbent applies applicable Federal acquisition regulations, contract terms and conditions, DHS, ICE, IHSC, financial, contract-administration, cybersecurity, privacy, and information technology governance policies, procedures, precedents, and guidance. Guidelines may require interpretation and adaptation to address varying contract requirements, contractor-performance issues, funding conditions, schedules, technical requirements, and operational needs.
The incumbent coordinates contract-performance matters with Contracting Officers, appointed Contracting Officers Representatives, program officials, technical personnel, financial staff, cybersecurity and privacy specialists, and other stakeholders. The incumbent does not exercise contracting authority and routes matters requiring formal contracting decisions to the appropriate Contracting Officer or appointed Contracting Officers Representative.
The incumbent keeps the CGO Supervisory Lead informed of contract portfolio status, material performance and funding risks, significant dependencies, emerging issues, and recommended actions. Work is reviewed for accuracy, completeness, timeliness, soundness of judgment, compliance with applicable policy and procedures, and effectiveness in supporting post-award contract governance and IHSC mission requirements. Significant issues, proposed process changes, and matters involving substantial performance, funding, or compliance risks are elevated to the CGO Supervisory Lead.
