Summary:

The Program Manager, Human Resource Process Improvement leads the strategy, design, and governance of enterprise-wide HR business processes for the State. This role drives modernization efforts by establishing standards, improving process efficiency, and ensuring alignment across agencies. The Program Manager oversees the development and implementation of scalable, technology-enabled HR solutions, including direct supervision of the Human Resource Automation Specialist.

The Program Manager partners with leadership, IT, policy teams, and human resource operations to build a cohesive, future-ready HR operating model. This position ensures that statewide HR processes are consistent, efficient, compliant, and optimized for automation and digital transformation.

Responsibilities:

Strategic Process Leadership (35%)

  • Lead the design, standardization, and continuous improvement of statewide HR business processes.
  • Establish governance frameworks, process standards, and performance metrics.
  • Evaluate emerging HR technologies and recommend enterprise-level solutions that enhance efficiency and service delivery.
  • Ensure alignment between HR strategy, process design, and statewide modernization goals.

Program & Project Management (25%)

  • Manage large-scale HR process improvement initiatives from planning through implementation.
  • Coordinate cross-agency working groups to ensure consistent adoption of new processes and tools.
  • Oversee timelines, resources, risks, and communication plans for statewide HR transformation projects.
  • Supervise the Human Resource Automation Specialist and ensure automation initiatives support broader process goals.

Automation & Technology Integration (15%)

  • Partner with IT, systems analysts, and HR operations teams to integrate automation into redesigned processes.
  • Prioritize automation opportunities and ensure they align with statewide business needs.
  • Provide strategic direction on workflow automation, data integrity, and system optimization.

Stakeholder Engagement & Change Management (15%)

  • Lead statewide communication, training, and change-readiness efforts related to HR process modernization.
  • Build strong relationships with agency HR leaders, policy teams, and operational partners.
  • Facilitate decision-making, gather feedback, and ensure user-centered design principles are applied.

Performance Monitoring & Reporting (10%)

  • Develop and maintain dashboards, KPIs, and reporting mechanisms to track process performance.
  • Monitor compliance with statewide HR process standards and identify areas for improvement.

Minimum Qualifications:

  • Experience providing technical expertise or managing a major program.
  • Some knowledge of management practices.

Preferred Qualifications:

  • 3+ years of experience in HR process improvement, business process management, or organizational development.

  • Experience leading cross-functional projects or programs.

  • Strong analytical and strategic thinking skills.

  • Ability to translate complex business needs into scalable process solutions.

  • Excellent communication skills.

  • Experience working with workflow automation or HR technology platforms.

  • Experience in public sector HR or large, complex organizations.

  • Familiarity with continuous improvement methodologies.

  • Experience supervising staff or leading project teams.

  • Background in HRIS, automation tools, or digital transformation initiatives.
