Lead Clinical Services That Support Recovery and Independence

Cascadia Health is seeking an experienced behavioral health leader to oversee residential case management services across multiple Licensed Residential Treatment Facilities in Oregon City, Gladstone, Wilsonville, and the Portland area.

This role focuses on the clinical coordination, case management, and treatment services provided to residents living in our licensed treatment homes. As the Program Manager III, you'll provide leadership, supervision, and support to case management staff while ensuring residents receive high-quality, person-centered services that promote recovery, skill development, community integration, and successful transitions to less restrictive settings.

About the Program

Cascadia's Licensed Residential Treatment Facilities serve adults experiencing serious mental health challenges who need structured treatment and support as they move toward greater independence. Residents receive psychiatric treatment, case management, skills training, and personalized support in a recovery-focused environment.

What You'll Do

• Provide leadership and clinical oversight for residential case management services.
• Supervise, coach, and develop a team of case managers and clinical staff.
• Ensure treatment planning, service delivery, documentation, and resident care meet regulatory and quality standards.
• Support staff in applying recovery-oriented, trauma-informed, and person-centered practices.
• Collaborate with interdisciplinary teams, community partners, counties, and state agencies to coordinate resident care.
• Monitor program performance, outcomes, and quality metrics to drive continuous improvement.
• Participate in hiring, onboarding, training, and staff development efforts.
• Help residents successfully transition to less restrictive and more independent living environments.

What We're Looking For

Required Qualifications

• Master's degree in a behavioral science field.
• Ability to qualify as a Qualified Mental Health Professional (QMHP) under Oregon Administrative Rules.
• Minimum five years of experience in community mental health or a related field.
• Three years of post-graduate clinical experience providing behavioral health services.
• Two years of staff supervisory experience.

Schedule & Location

This position supports residential programs located throughout the Portland Metro area, including Oregon City, Gladstone, Wilsonville, and Portland. The schedule is generally Monday through Friday, 8:30 a.m. to 5:00 p.m., with flexibility to meet program needs and participate in an on-call rotation.
