Description

Overview:

CVP is seeking a Program Manager in support of our federal healthcare client who is an essential service provider to the “research enterprise” of the world’s foremost allergy and infectious diseases research entity. This is a mature organization that effectively and efficiently serves scientific computing and informatics support needs of NIH. Our team will consist of SMEs with expertise in grants and clinical IT and systems, and clinical and biomedical research experience.  

Responsibilities:
  • Manage the implementation of the Task Order Management Plan and manage resulting task activities following the HHS Enterprise Performance Life Cycle (EPLC) methodology. 
  • Manage team members and provide direction in support of Software Development projects 
  • Manage personnel, operations and finances for the life cycle of technology projects. Communication with all levels of management, personnel, subcontractors and client agency representatives. 
  • Direct Agile principles and Demonstrated experience in the success of complex projects. 
  • Responsible for the implementation of policies and goals of client by leading complex initiatives 
  • Manage Product Delivery Team and apply QA measures to the management and performance of the contract. 
Qualifications:
  • Must meet all requirements for obtaining and maintaining a Public Trust Clearance. 
  • Bachelor’s degree in computer science, engineering or related field.  
  • Possess leadership/managerial experience at the National Institute of Health.  
  • 10+ years of experience in .NET software development. 
  • 10+ years demonstrated ability to interact with all levels of personnel and communicate clearly in a professional manner, both oral and written. 
  • 7+ years of managing multiple technical cross functional teams. 
  • 5+ years of experience with Program Management, Financial Management, Portfolio Management, Project Management, Agile Practice's, DevOps, Business Process Analysis, and Organizational Change Management. 
  • Experience leading large scale software modernization programs; 50+ team members 
  • Expert knowledge of project development with estimating, scheduling, and tracking project life cycles, including the ability to coordinate and prioritize multiple projects.  
  • Knowledge and experience with NIH processes, procedures, technologies, and applications are a strength.   

 Desired Skills  

  • PMP Certification.  
  • Possess knowledge, expertise, and experience in supporting biomedical and/or research information technology and informatics.   

Salary Band: $165,000-185,000 (Depending on experience)

 

Location: Rockville, MD (Onsite position)
