    Description

    We are seeking a highly qualified Program Manager (PM) to lead and manage the execution of a task order supporting the Applications Systems Administration and Development functions for the Assessment and Retention Innovations (ARI) team at Headquarters Marine Corps (HQMC). The PM will serve as the primary point of contact to the Government, responsible for directing, planning, and coordinating all technical, administrative, contractual, and financial aspects of the program.


    This position supports end users across Marine Corps Bases and Stations worldwide, ensuring application functionality, development, maintenance, and service desk operations align with United States Marine Corps (USMC) enterprise information strategies and standards.


    Responsibilities


    + Serve as the Government’s primary point of contact for all matters related to this task order.

    + Provide leadership and direction to cross-functional teams across technical, administrative, and contractual domains.

    + Oversee daily operations supporting system administration, application development, and service desk support.

    + Ensure service delivery aligns with USMC enterprise information strategy and complies with all applicable directives and orders.

    + Manage project schedules, resource allocation, deliverables, risk mitigation, and adherence to scope, cost, and timelines.

    + Provide regular updates, reports, and briefings to stakeholders.

    + Directly supervise contract personnel, ensuring goals and objectives are met and issues are resolved in a timely manner.

    + Support both cloud-based and on-premises application development initiatives.

    + Promote and implement SCRUM methodology and other Agile best practices in program execution.

    + Collaborate with Government personnel to plan for scalable and future-proof support services.


    Qualifications


    + Certified Project Management Professional (PMP) with demonstrated knowledge of Agile methodologies.

    + Proven experience managing large-scale, complex IT projects/operations similar in size and scope to this requirement.

    + Demonstrated success supervising teams across various labor categories and skillsets.

    + Deep understanding of application development in both cloud and on-premises environments.

    + Proficiency in SCRUM methodology and experience leading Agile teams.

    + Excellent written, verbal, and presentation communication skills.

    + Strong organizational, analytical, and problem-solving abilities.

    + Ability to manage budgets, schedules, and project deliverables in a dynamic and evolving environment.

    + Must possess applicable industry certifications relevant to project and IT service management.


    Desire Qualifications:


    + Prior experience supporting Marine Corps Enterprise Network (MCEN) or DoD IT environments.

    + Familiarity with Government-furnished IT environments, tools, and infrastructure standards.

    + Experience with Service Desk management and performance monitoring metrics.
