Description: Provide transition assistance, information, training, counseling, and services to eligible Service members within the Department of Veterans Affairs

 

Duties and Responsibilities:

  • Provide management and support for the Congressionally mandated Transition Assistance Program (TAP), which is an overarching program implemented by each of the military services (U.S. Army, Marine Corps U.S. Navy, U.S. Air Force, U.S. Space Force, and U.S. Coast Guard).
  • Lead the planning, coordination, and execution of all TAP contract tasks, ensuring alignment with VA goals and objectives, and maintaining continuity of operations throughout the contract lifecycle.
  • Serve as the primary point of contact for VA leadership, including the government Program Manager, Contracting Officer's Representative (COR), and Contracting Officer CO.
  • Facilitate quarterly reviews, strategic updates, and ensure timely responses to government requests and modifications.
  • Monitor adherence to the Project Management Plan (PMP), Quality Control Plan (QCP), and all reporting requirements.
  • Ensure deliverables are submitted on schedule and meet performance standards.
  • Implement and maintain a proactive risk assessment and mitigation strategy. Track and resolve issues across operations, curriculum, training, and staffing, escalating concerns as needed.
  • Direct and support project managers across TAP Operations, Curriculum Development, Training, and Data Analytics.
  • Ensure resources are allocated effectively and teams are aligned to meet contract deliverables.

 

Education and Experience:

  • Bachelor's Degree.
  • Twelve (12) years of project manager experience including five (5) years relevant experience in managing operations in Program Management and Administration; TAP Program Execution; TAP Training; TAP Curriculum; Strategic Action Planning, Coordination, and Implementation and Data Analysis
  • Five (5) years with demonstrated expertise in leading teams and managing programs of national scope in the Federal Government or DoW
  • Experience with managing and controlling SCA contracts and familiarity with applicable SOFA programs, requirements, and systems.
  • Must possess and maintain Project Management Professional (PMP) certification, or equivalent industry recognized PM certification.
  • Shall have a proven track record of engaging with related agencies at a senior level.

 

Minimum Qualifications:

  • Ability to pass a favorable fingerprint check (SAC) adjudicated by VBA Personnel Security Office (PERSEC).
  • Ability to pass a background investigation and must receive a favorable adjudication from the VA Personnel Security and Adjudication Center (PSAC).
  • Proficiency in using office automation equipment and software.
  • Possess sufficient written and verbal communication skills to support the VA.
  • Ability to maintain professional conduct which portrays the VA positively.
  • S. Citizen or Alien Registration that authorizes work in the U.S.
  • Ability to read, write, speak, and understand English language.
