Marvin Test Solutions is hiring a Program Security Officer to lead our industrial security program and manage personnel clearance processing and classified access for U.S. defense and aerospace contracts. We’re looking for someone who has directly administered personnel security clearances for a cleared contractor or has equivalent hands-on experience in a military or government role.

  • Run personnel clearance operations. Process clearance actions in DISS, verify eligibility, coordinate classified access and visits, and maintain personnel security records.
  • Maintain the company’s facility clearance. Keep facility and key management personnel records current in NISS and serve as the primary point of contact for DCSA assessments and inquiries.
  • Put contract security requirements into practice. Interpret DD Forms 254 and work with contracts, program management, engineering, and human resources to meet classified contract requirements.

Position Summary

The PSO leads the company’s industrial security program, protects classified information, and oversees compliance with classified contract requirements and the National Industrial Security Program Operating Manual (NISPOM), 32 CFR Part 117. The PSO serves as the primary security liaison with the Defense Counterintelligence and Security Agency (DCSA), government customers, and other cleared contractors. This role advises company leadership on security risks and integrates industrial security requirements into daily operations.

Job Responsibilities

  • Administer personnel clearance processing, verify eligibility, coordinate classified access authorizations, support continuous vetting, and manage employee security reporting.
  • Perform authorized transactions in the Defense Information System for Security (DISS) and maintain accurate personnel security records.
  • Maintain facility clearance information and key management personnel records in the National Industrial Security System (NISS) and complete required submissions.
  • Serve as the principal point of contact for DCSA assessments, inquiries, and industrial security matters. Coordinate government security assessments and brief management on findings.
  • Interpret DD Forms 254 and coordinate security requirements with contracts, program management, engineering, human resources, and subcontractors.
  • Develop and maintain industrial security policies, procedures, and controls appropriate to the company’s facility clearance and classified contracts.
  • Coordinate classified visits, verify clearance eligibility, and maintain visit and access records.
  • Develop and deliver initial security briefings, annual refresher training, and debriefings. Maintain training and briefing records.
  • Where authorized, oversee the receipt, marking, accountability, storage, transmission, reproduction, and destruction of classified information and material.
  • Establish and administer controls for information and material subject to special access requirements.
  • Conduct required self-inspections, document findings, brief senior management, and track corrective actions through completion.
  • Identify, document, and report security incidents, suspected compromises, suspicious contacts, and other reportable information within required timelines. Coordinate preliminary inquiries and corrective actions.
  • Support the Insider Threat Program Senior Official in implementing the company’s insider threat program.
  • Coordinate with the Information System Security Manager on requirements affecting classified information systems.
  • Coordinate with export compliance personnel on international visits, foreign disclosures, and related security requirements.
  • Advise senior management on security risks, resource needs, compliance deficiencies, and changes affecting the facility clearance.
  • Direct and train the Assistant Facility Security Officer (AFSO) and other assigned security personnel.
  • Review surveillance video as needed.

Authority and Accountability

The FSO has direct access to the designated Senior Management Official and authority to implement approved security procedures, enforce access controls, and promptly elevate security concerns.
