The TechSolutions Program Technical Specialist will support ONR Global's mission to rapidly evaluate and advance prototype technologies that address Fleet and Force needs. This role sits at the intersection of operational experience, technical evaluation, stakeholder coordination, and technology transition.
The ideal candidate will understand how warfighters identify capability gaps, how technical solutions are evaluated, and how Science and Technology investments move from concept to prototype. This position requires a technically credible professional who can engage confidently with operators, engineers, program officers, science advisors, acquisition stakeholders, and senior Navy representatives.
What You'll Do
- Evaluate new technology requests submitted by the Fleet and Force.
- Assess the technical merit, maturity, feasibility, and operational relevance of proposed prototype solutions.
- Recommend validation approaches to quantify the value of new technology requests.
- Coordinate with ONR Program Officers, ONR Global Science Advisors, NR&DE developers, technical SMEs, and operational stakeholders.
- Determine whether a requested capability:
- Already exists
- Is currently in development
- Can be adapted from commercial or government solutions
- Requires new prototype development
- Conduct technical analyses of commercial industry and government solution providers.
- Review white papers, proposals, and project reports for technical quality and completeness.
- Coordinate stakeholder evaluations and document technical input for new TechSolutions requests.
- Support timely distribution of proposals and white papers to evaluation teams.
- Help maintain accurate project documentation on TechSolutions portals, shared drives, and collaboration platforms.
- Prepare award summaries, project highlights, technical achievements, and transition success stories.
- Support outreach efforts designed to connect with warfighters and identify emerging operational needs.
- Research Navy and Marine Corps strategic guidance to help align the TechSolutions portfolio with operational priorities.
- Represent the TechSolutions Program at portfolio reviews, technical exchange sessions, outreach events, and stakeholder meetings.
Requirements
What You'll Bring
- Bachelor's degree from an accredited college or university in:
- Civil engineering
- Mechanical engineering
- Materials engineering
- Industrial engineering
- A closely related engineering or physical science discipline
- 7+ years of experience in DoD Science and Technology development.
- Documented qualification in one of the following roles:
- U.S. Navy Surface Warfare Officer
- U.S. Navy Submarine Officer
- Pilot in Command of a U.S. Navy or Marine Corps tactical aircraft
- Active Secret U.S. Government security clearance at time of contract award.
Preferred Experience
- Minimum of 2 years of experience working in a Department of the Navy acquisition program office or Systems Command.
- Experience facilitating collaboration among Navy stakeholders, including:
- OPNAV
- PEO/PM organizations
- Fleet Forces
- SYSCOMs
- ONR technical communities
- Working knowledge of the Naval Research and Development Establishment, including:
- Naval Warfare Centers
- SYSCOMs
- Laboratories
- University Affiliated Research Centers
- Strong communication skills and the ability to build credibility with warfighters, technical developers, acquisition sponsors, and transition stakeholders.
