Position Summary
Gathers and documents business requirements, business process, systems flow and functional system design for IT projects and service requests.  Performs existing system analysis and new systems design. Performs analysis on requirements and specifications throughout the software development lifecycle, including testing and implementation. Takes responsibility for and leads small to medium sized systems projects. This is a FT WFH role.

Pay Range
$71,906.46 - $93,480.50 annually (depending on experience)
*This role may be classified as hourly (non-exempt) depending on the applicant's location. Actual pay is based on qualifications. Applicants who do not exceed the minimum qualifications will only be eligible for the low end of the pay range.

Required Skills, Experience & Education:

1. 2+ years of experience in analysis, either technical or business related.
2. Knowledge of PC, Server Based and desktop applications including spreadsheets, word-processing and email.
3. Must be able to facilitate large and small group meetings or working sessions.
4. Proven skills in critical thinking, time management, and problem solving.
5. Demonstrated procedural and technical writing skills.
6. Must be able to work effectively within a project team and in collaboration with peers.
7. Ability to work well under pressure, in a fast-paced environment, with frequent interruptions and shifting priorities. This includes working on multiple assignments simultaneously.
8. Ability to independently plan, organize, and prioritize task assignments to ensure quality standards and deadlines are met.
9. Ability to communicate effectively, both verbally and in writing, with business and technical personnel.
10. As applicable; a commitment to acquire the ability to read, write, and execute SQL statements.
11. Ability to maintain confidentiality and demonstrate a professional business image.
12. Resilient work ethics; demonstrating professionalism, punctuality, and reliability.

Preferred Skills, Experience & Education:

1. College degree or equivalent work experience in related field.
2. Experience as a Business Systems or Program Analyst.
3. Experience in the health insurance administration industry.
4. Experience with Facets system development.
5. Subject matter expertise in Claims Processing, Claims Pricing, Clinical Editing, Benefit Configuration, Membership and/or Provider processing.
6. Ability to read, write and execute SQL statements.

Primary Functions:

1. Performs best practice requirements engineering for all aspects of SDLC activities. To include eliciting, analysis, and prioritization of functional and non-functional requirements.
2. Collaborates with systems project teams in defining and documenting details functional specification requirements, reviewing, analyzing and approving acceptance criteria for conversion, interface, and system enhancements.
3. Creates the functional specifications based on the finalized requirements for the designated functional systems, and at the correct time, converting systems to Moda Company Standard Software Systems.
4. Participates as a team member in short-term stabilization efforts involving existing systems and processes.
5. Participates in the development of business cases, contingency plans, business metrics and measurements, process models, training materials, new procedures, test scripts, ad-hoc reports, and smart solutioning for process improvements.
6. Participates in the review and approval of system designs, logical data designs, report design, interface designs, and conversion plans.  Reviews and approves high-level data flows, functional specifications, and system for implementation. Suggests design alternatives.
7. Acts in review and approval capacity in the establishment and maintenance of unit and user acceptance testing and prioritization of requests for system enhancements, and system implementations.
8. Performs system testing of enhancements, conversions, and interface systems. 
9. Develops and documents test plans and outcomes at a level of details that allows research and analysis. 
10. Performs post implementation, quality assurance and troubleshooting.  Develops both user and business unit technical documentation for system enhancements.
11. Performs other duties as assigned.

Working Conditions:

• Office environment with extensive close PC and keyboard use, constant sitting, and frequent phone communication. Must be able to navigate multiple computer screens. A reliable, high-speed, hard-wired internet connection required to support remote or hybrid work. Must be comfortable being on camera for virtual training and meetings. Work in excess of standard workweek, including evenings and occasional weekends, to meet business need.

• Internally with all levels of IT personnel and business units.  Externally with vendors, consultants and contractors.
