    Position Overview

    Kiewit is seeking an experienced Labor Relations Director to lead labor and industrial relations strategies on large-scale construction projects across North America. This role serves as the primary advisor to project leadership on all labor relations matters, including union engagement, collective bargaining agreement (CBA) administration, project labor agreement (PLA) compliance, workforce planning, craft labor dispatch, grievance resolution, and labor-management partnerships.

    The Labor Relations Director plays a critical role in ensuring project success by fostering positive relationships with labor organizations, supporting workforce development initiatives, mitigating labor risks, and aligning labor strategies with project and business objectives. This leader will work closely with operations, human resources, craft recruiting, corporate labor relations, clients, and union representatives to deliver a highly skilled, productive workforce while maintaining compliance with contractual and regulatory requirements.

    Role will be based in Point Pleasant, West Virginia with opportunity for per diem or relocation options.

    Responsibilities

    • Lead all labor and industrial relations activities for assigned projects, regions, or business units.Serve as the primary advisor to project leadership on labor strategy, union relationships, workforce planning, and labor risk mitigation.
    • Develop and maintain productive relationships with local, regional, and international labor organizations.
    • Administer and interpret Collective Bargaining Agreements (CBAs), Project Labor Agreements (PLAs), and other labor-related contracts.Lead labor-management meetings and facilitate collaboration between project teams and union partners.
    • Coordinate craft labor dispatch, workforce forecasting, and staffing strategies to support project execution.
    • Partner with Operations, Human Resources, and Craft Recruiting teams to ensure workforce availability and project readiness.
    • Support project workforce ramp-up and ramp-down planning, including workforce transitions, layoffs, and redeployment activities.Investigate, manage, and resolve labor grievances, jurisdictional disputes, and arbitration matters.
    • Proactively identify labor risks and implement strategies to prevent workforce disruptions, work stoppages, or labor disputes.
    • Provide guidance on union jurisdiction assignments and subcontractor work allocations.
    • Conduct pre-job labor engagements and coordinate meetings with labor organizations and project stakeholders.
    • Deliver labor relations training and coaching to project leadership, supervision, and support staff.
    • Ensure compliance with labor agreements, applicable labor laws, regulatory requirements, and company policies.
    • Monitor labor-related metrics, maintain required documentation, and prepare reports for project and corporate leadership.
    • Collaborate with clients, contractors, and industry partners to address labor relations issues and support project goals.
    • Support business development and preconstruction efforts through labor market analysis, labor strategy development, and workforce planning insights.Lead and mentor labor relations professionals and support staff while promoting a culture of collaboration, accountability, and operational excellence.

    Qualifications

    • Bachelor's degree in Human Resources, Labor Relations, Business, Industrial Management, Construction Management, or related field; equivalent experience may be considered.
    • Minimum 15 years of progressive labor relations, industrial relations, construction operations, or workforce management experience.
    • Extensive experience working with unionized construction workforces and labor organizations.
    • Strong knowledge of collective bargaining agreements, project labor agreements, and labor-management relations.
    • Experience leading grievance investigations, dispute resolution, and arbitration processes.
    • Exceptional communication, presentation, negotiation, and relationship-building skills.Ability to travel and relocate based on project needs.
