Boeing Defense, Space & Security (BDS) has an exciting opportunity for a Lead Project Management Specialist (Level 5) to join our dynamic team in Berkeley, Missouri.

This role serves as the key F/A-18 and EA-18G domestic and international programs integrator, and export/import compliance lead focusing on strategic planning and execution, to enable compliant business execution practices, priorities and objectives to be fulfilled.  

The Export Focal and International Integrator Lead will support and guide program export compliance requirements in coordination with Global Trade Controls (GTC). This involves developing, planning, obtaining and executing export licensing strategies to support business execution goals, objectives and deliverables.

The export focal will support development of license application requests to GTC, coordinate with USN external and Boeing F/A-18 & EA-18G program and business partners, in support of successful US DOS and Navy sponsored/validated exemptions. 

The export focal will work to manage export compliance risks, issues, and opportunities to ensure compliant execution of program priorities, deliverables and overall export compliance requirements.

The export focal will support upon request program documentation for appropriate export markings, and release requirements and provide general program export guidance and disclosure/release training to F/A-18 & EA-18G programs including but not limited to production (domestic), international programs (Australia, Kuwait), New Product Development and Advanced Development.

This export focal will support export compliance training such as (Internal Control Plan trainings, etc.) and will support investigations of potential regulatory violations, develop and oversee implementation of export-related corrective action plans, and assist in activation and execution of export authorities. 

Export focal will support international supply chain and supplier quality personnel including assistance with BESSy, REDARS, LISSa, FLEX, etc., to support exports of defense articles (hardware/tooling) and technical data/technology to international suppliers, etc.

Strong communication and organizational skills are critical, along with the ability to build strong relationships, collaborate in a cross-functional environment, and utilize problem-solving skills to proactively identify and manage compliance risks and opportunities. 

Position responsibilities: 

  • Serve as F/A-18 & EA-18G key international integrator, and export/import compliance lead. 
  • Develop Strategic Licensing Plans to enable business execution and priorities. 
  • Coordinate with internal and external stakeholders to enable successful approvals of USN validated exemptions and other US DOS export authorizations.  
  • Provide export guidance, training, and support to international supply chain, supplier quality, engineering, and program management personnel, etc., and other business and functional partners.
  • Primary Point of Contact for all export/import requirements within F/A-18 & EA-18G
  • Develop and maintain strategic license plans
  • Assist in preparing and obtaining program approval of license application requests
  • Assist in the activation and execution of license agreements
  • Establish program priorities for license applications in-work
  • Support external and internal audits and investigations regarding export compliance
  • Develop and oversee implementation of export related corrective action plans for
  • Perform export data markings reviews as required
  • Support export classification reviews in concert with Authorized Individuals (AI) for export jurisdictional classification determinations

This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options.

This position is for 1st shift.

This position requires the ability to obtain a U.S. Secret Security Clearance for which the U.S. Government requires U.S. Citizenship. (An Interim and/or final U.S. Secret Clearance Post Start is required.)

Basic Qualifications (Required Skills/Experience):

  • Strong knowledge of United States Department of State (DOS) International Traffic in Arms Regulations (ITAR) and United States Department of Commerce (DOC) Export Administration Regulations (EAR) regulations.
  • 5+ years of experience with International Traffic in Arms Regulations (ITAR) and Experience in Export Administration Regulations (EAR)
  • Experience establishing and maintaining strong relationships with internal, and external stakeholders and leadership  
  • Experience in Customer & Stakeholder Engagement - Establish and maintain strong relationships with USN customers, defense customers, prime contractors, and other key stakeholders. 
  • Experience in Cross-functional Team Leadership & Coordination to enable export compliant business strategies and solutions 

Preferred Qualifications (Desired Skills/Experience):

  • Bachelor’s degree or higher

Typical Education/Experience:

Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 15 or more years' related work experience or an equivalent combination of education and experience (e.g. Master+13 years' related work experience, 19 years' related work experience, etc.
