The Department of Health and Welfare's Division of Behavioral Health is hiring a Project Manager 1 position on the Enterprise Project Management team. The Project Manager 1 supports the implementation of strategic initiatives and projects within the Division by coordinating project activities, monitoring progress, facilitating stakeholder collaboration, and developing project tracking and reporting tools. The position works closely with leadership, program staff, and community partners to help ensure projects are completed on time and aligned with Division priorities.

This position offers the opportunity to contribute to meaningful system improvements that strengthen Idaho's behavioral health services. Through supporting projects that improve access to care, service delivery, and operational effectiveness, the Project Manager 1 plays an important role in helping the Division achieve its mission of improving the health and well-being of Idahoans. The position provides exposure to a wide range of behavioral health initiatives, opportunities for collaboration across programs and agencies, and the ability to make a measurable impact on services that benefit individuals, families, and communities throughout the state.

This position will be located in Boise, Lewiston or Twin Falls.

This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

EXAMPLE OF DUTIES:

  • Coordinate and support implementation of Division strategic initiatives and projects.
  • Develop and maintain project plans, implement roadmaps, timelines, and tracking tools.
  • Monitor project progress, deliverables, risks, issues, and dependencies.
  • Facilitate project meetings, workgroups, and stakeholder engagement activities.
  • Coordinate communication among leadership, project teams, and internal and external stakeholders.
  • Develop and maintain project dashboards, status reports, and performance reporting tools.
  • Conduct research, data collection, and analysis to support project planning and decision-making.
  • Document project activities, decisions, action items, and implementation outcomes.
  • Identify implementation barriers and support development of solutions and mitigation strategies.
  • Provide technical assistance and guidance on project management processes, tools, and reporting requirements.

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position.   • Experience planning and implementing projects including coordinating the development of project scope, goals, work plans, timelines, implementation strategies, and measurement processes/methods for assessing progress toward goals and project outcomes. Typically gained by one year of work experience with responsibility for planning and implementing projects. These should be involved projects encompassing aspects of identifying project needs; identifying resources to use; identifying funding sources; developing goals and strategies to implement goals and evaluating the outcome of the projects and if the desired outcomes were achieved.
  • Experience interpreting and explaining specialized or complex material into information usable by the public. Typically gained by a background where the interpretation of laws, policies, procedures, rules, or similar types of information were analyzed and communicated orally, in writing, graphically and/or on the web in a way that was usable by customers.
  • Experience developing and monitoring contracts. Typically gained by one year of experience which included consultant selection, development of the scope of work and man-hour negotiation, and developing and managing schedule. This experience should also include reviewing progress payments; enforcing contract compliance for scope, budget and milestone completion; and consultant evaluation.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Experience managing or coordinating projects involving multiple stakeholders, timelines, and deliverables. Typically gained by at least one year of experience supporting or leading project-based work in a professional setting.
  • Experience working in behavioral health, healthcare, human services, public health, or government programs. Typically gained by at least one year of professional experience in healthcare, behavioral health, human services, or government environment.
  • Experience developing project dashboards, reports, or performance measures using data analysis and reporting tools. Typically gained by at least one year of experience collecting, analyzing, and reporting data to support program or project performance.
  • Experience facilitating meetings, workgroups, or stakeholder engagement activities involving diverse participants. Typically gained by at least one year of experience coordinating meetings, collaborative initiatives, or cross-functional teams.
  • Project management or process improvement certification such as CAPM, PMP, Lean Six Sigma, or equivalent. Typically gained through completion of formal project management or process improvement training and certification programs.
