The Idaho Office of Drug Policy envisions a safe and healthy Idaho free from the devastating impact of drug and substance abuse on youths, families, and communities.

The Idaho Office of Drug Policy is hiring a Project Manager for their downtown Boise location. This position will plan, implement, and manage multiple agency-lead projects - such as campaigns, initiatives, and committees. Responsibilities include planning, developing, implementing, and evaluating projects in collaboration with the ODP team; identifying stakeholders and partners and building relationships and support for project goals; planning and facilitating project-related meetings and materials; and overseeing project budgets, contracts, and performance tracking.

This position is a non-classified position and exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

This position is not eligible for telework.

The successful candidate will be a resident of Idaho. If relocating to Idaho, the Department of Health & Welfare does not reimburse the cost of relocating. The department does not sponsor anyone with a work visa.

ABOUT THE IDAHO OFFICE OF DRUG POLICY: The Idaho Office of Drug Policy (ODP) leads Idaho's substance use and abuse policy and prevention efforts by developing and implementing strategic action plans, state- and local-level prevention initiatives, collaborative partnerships, and community-level grants to prevent and reduce drug use and related consequences.

EXAMPLE OF DUTIES:

  • Plan, budget, develop, implement, and evaluate agency-lead projects - such as campaigns, initiatives, public awareness and education efforts, and workgroups.
  • Develop project scope, work plans, timelines, measurable goals, and implementation strategies for agency initiatives.
  • Coordinate project activities across state agency teams, external stakeholders, workgroup partners, vendors, and contractors.
  • Monitor project progress, risks, issues, and dependencies to ensure successful and effective implementation.
  • Ensure project deliverables meet established timelines, quality expectations, and operational requirements.
  • Identify project-related training and educational needs and create informational presentations and resources for both internal and external partners.
  • Identify key stakeholders and project partners, develop collaborative relationships, and implement strategies to build and sustain stakeholders and partner awareness and support.
  • Interpret laws, policies, procedures, rules, data, or similar types of information; and analyze and translate said types of information into clear, accessible content shared with partners and the public via verbal, written, and/or visual communication.
  • Oversee project budgets, support with monitoring related contracts and contract deliverables, track and document project performance.
  • Collect qualitative and quantitative data to track progress and apply data to evaluate implementation, track project performance and document progress toward project goals and outcomes.

  • Experience planning and implementing projects including coordinating the development of project scope, goals, work plans, timelines, implementation strategies, and measurement processes/methods for assessing progress toward goals and project outcomes. Typically gained by one year of work experience with responsibility for planning and implementing projects. These should be involved projects encompassing aspects of identifying project needs; identifying resources to use; identifying funding sources; developing goals and strategies to implement goals and evaluating the outcome of the projects and if the desired outcomes were achieved.
  • Experience interpreting and explaining specialized or complex material into information usable by the public. Typically gained by a background where the interpretation of laws, policies, procedures, rules, or similar types of information were analyzed and communicated orally, in writing, graphically and/or on the web in a way that was usable by customers.
  • Experience developing and monitoring contracts. Typically gained by one year of experience which included consultant selection, development of the scope of work and man-hour negotiation, and developing and managing schedule. This experience should also include reviewing progress payments; enforcing contract compliance for scope, budget and milestone completion; and consultant evaluation.

  • Proficiency with Microsoft Office 365 (Word, Excel, PowerPoint). Typically gained by at least 2 years of work experience using the listed programs as part of your daily duties.
  • Familiarity with state funding, federal grants, or grant administration. Typically gained by at least 1 year of work experience involving the utilization of state funding and/or federal grants for project implementation.
  • Experience with Tableau or dashboard reporting tools. Typically gained by at least 1 year of work experience assisting with or utilizing Tableau or dashboard reporting tools to track data, pull reports, or create interactive or visual resources.
  • Demonstrated interest in the statute, mission, and vision of the Office of Drug Policy. Typically demonstrated through past training, education, volunteer, or professional experience related to the statute, mission, and vision of the Office of Drug Policy.
