    Project Manager

    Position Description:
    Network Runners is seeking a Project Manager to support the U.S. Coast Guard (USCG) Civilian Human Resources Office and the Assistant Commandant for Civilian Personnel. The Project Manager will serve as the primary point of contact for contractor performance and will oversee Human Resources Position Classification and Staffing Support Services, including classification, staffing, personnel action support, retirement services, quality control, schedule management, financial reporting, and coordination with Government stakeholders.
    Duties and Responsibilities:
    • Serve as the Project Manager for the task order and act as the single point of contact for the Contracting Officer and Contracting Officer’s Representative.
    • Provide operating advice and assistance on administrative, management, staffing, classification, scheduling, and performance matters associated with the task order.
    • Manage contractor personnel supporting federal position classification, staffing, human resources assistance, and retirement services.
    • Ensure technical solutions, staffing approaches, and task schedules are implemented in a timely manner and remain consistent with USCG objectives and the Performance Work Statement.
    • Coordinate individual task schedules and contractor activities to support accurate and timely delivery of classification products, vacancy announcements, qualification analyses, personnel actions, retirement packages, and related HR services.
    • Monitor contract performance using benchmarks, program metrics, quality standards, and schedule controls; identify risks or performance issues and implement corrective actions as needed.
    • Ensure compliance with all contract terms and conditions, Government policies, privacy requirements, security requirements, and applicable federal human resources regulations.
    • Maintain oversight of financial obligations established at contract award through financial reporting, labor-hour tracking, direct-cost analysis, and management review.
    • Prepare and submit monthly progress reports no later than five business days after the end of the previous month, including work performed, labor hours by labor category, direct costs, technical progress, schedule status, concerns, and recommendations.
    • Meet with the Government upon request to present deliverables, discuss progress, exchange information, and resolve technical or performance issues.
    • Remain available to the COR by telephone between 8:00 a.m. and 4:30 p.m. Eastern Time, Monday through Friday, and respond to requests for discussion or resolution of technical problems within three hours of notification.
    • Ensure contractor personnel protect Privacy Act information, security-sensitive information, and Government-furnished data from unauthorized disclosure or dissemination.
    • Coordinate employee onboarding, identity credentialing, required security training, Government system access, and return of Government-issued property when personnel depart the contract.
    • Maintain a stable and qualified workforce and coordinate proposed replacements for key personnel in accordance with Government approval requirements.
    • Ensure all written reports and deliverables are professionally prepared in Microsoft Office-compatible formats and comply with applicable Section 508 accessibility requirements.
    Minimum Education / Experience / Requirements:
    • Bachelor’s degree and at least two years of progressive project leadership and management experience; or an associate degree and at least five years of progressive project leadership and management experience.
    • Demonstrated experience managing personnel, schedules, deliverables, quality, financial reporting, and customer communications on a federal contract or comparable professional services engagement.
    • Ability to coordinate multidisciplinary human resources support functions and ensure timely completion of contract requirements.
    • Strong written and oral communication skills, including the ability to prepare professional reports, briefings, status updates, and management recommendations.
    • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and Teams.
    • Ability to read, write, speak, and understand English fluently.
    • Ability to obtain and maintain required USCG access credentials, including a Common Access Card, and successfully complete required background investigation and security processes.
    • Ability to safeguard Privacy Act information, security-sensitive information, and other protected Government information.
    • Must be available during normal Government business hours and able to respond to technical or management issues within required timeframes.

    Work Location: USCG Headquarters, Douglas A. Munro Coast Guard Headquarters Building, Washington, DC. Telework or remote work may be authorized for certain tasks with Government approval.
    Work Schedule: Generally Monday through Friday, 8:00 a.m. to 4:30 p.m. Eastern Time, excluding Federal holidays. Occasional work outside normal business hours may be required.

    Security / Access Requirements: Must be eligible for USCG system and facility access, complete required background investigation and security training, and obtain a Common Access Card as required.
