HK Solutions Group is seeking an experienced Project Manager. This position can be based out of De Moines, IA; Minneapolis, MN; Kansas City, MO; or Jacksonville, FL. The Project Manager owns assigned projects and municipal programs from contract award through final acceptance and closeout. Work spans both of the business unit's service lines: cured-in-place pipe rehabilitation using felt and UV cure methods, and sewer cleaning and CCTV inspection, along with manhole rehabilitation. The Project Manager is accountable for scope, schedule, budget, quality, safety, and customer satisfaction across multiple concurrent projects, and serves as the primary point of contact for owners, municipal engineers, general contractors, and consulting engineers. Candidates are expected to bring depth in at least one service line and to develop working command of the other.
JOB RESPONSIBILITIES
- Serve as the primary customer contact from notice to proceed through final acceptance, maintaining relationships with municipalities, sanitary districts, engineering consultants, and general contractors.
- Lead project turnover from estimating; validate scope, quantities, unit prices, production assumptions, and contract terms prior to mobilization.
- Develop and maintain project schedules; coordinate crew, equipment, and material requirements with the scheduling group and operations leadership.
- Manage project financials including budget setup, cost coding, monthly progress billings on unit-price and lump-sum contracts, cost-to-complete forecasting, and margin reporting.
- Prepare, negotiate, and document change orders, RFIs, differing site conditions, and quantity variances.
- Review and process submittals such as liner and resin data, wet-out and cure records, CCTV pre- and post-inspection deliverables, manhole coating systems, bypass pumping plans, and traffic control plans.
- Interpret CCTV inspection data and NASSCO defect coding to validate scope, defend quantities, and identify work falling outside the contract.
- Support constructability and risk review on rehabilitation work, including deep or large-diameter installations, live flow conditions, bypass pumping strategy, deteriorated host pipe, and selection between felt and UV cure methods.
- Coordinate permits, right-of-entry and easement access, road closures, MUTCD-compliant traffic control, and utility locates.
- Direct public notification efforts including resident door hangers, service interruption notices, and attendance at council or public meetings.
- Partner with the safety team on confined space entry, high-pressure water and hydroblasting operations, and job hazard analyses; conduct regular project safety walks.
- Verify quality through cure records, post-CCTV review against NASSCO PACP standards, lateral reinstatement verification, and coating thickness and holiday testing.
- Manage subcontractors and vendors including scope definition, purchase orders, insurance certificates, and prevailing wage or certified payroll compliance where applicable.
- Support the project incentive plan process, including project enrollment, target setting, and post-completion result review with operations leadership.
- Assemble closeout packages including as-built records, inspection data, warranties, and lien waivers.
- Track field productivity against the estimate, lead post-job cost reviews, and provide structured feedback to estimating to improve future bid accuracy.
- Support emergency and after-hours customer response as needed.
REQUIRED QUALIFICATIONS
- Bachelor's degree in construction management, civil engineering, or a related field; or five or more years of equivalent project management experience in underground utility, pipeline rehabilitation, or trenchless construction.
- Three or more years managing field-based construction or service projects with budget and schedule accountability.
- Direct experience in at least one of the business unit's core service lines, either CIPP rehabilitation or sewer cleaning and CCTV inspection, and the willingness to build working knowledge of the other.
- Working knowledge of public works contracting, including plans and specifications, bid documents, addenda, submittals, progress billing, and the change order process.
- Ability to read and interpret civil plans, profiles, and technical specifications.
- Proficiency with Microsoft Office, particularly Excel, and comfort learning project management and cost tracking systems.
- Strong written and verbal communication skills with the ability to represent the company in front of customers and the public.
- Valid driver's license with an acceptable motor vehicle record.
- Ability to pass pre-employment and customer-site drug screening and background checks.
PREFERRED QUALIFICATIONS
- Experience spanning both CIPP rehabilitation and sewer cleaning and CCTV inspection.
- NASSCO PACP, MACP, and LACP certification.
- NASSCO ITCP certification for CIPP, felt and/or UV cure.
- Direct experience with UV-cure CIPP, including liner selection, cure rate control, and quality assurance documentation.
- Experience with HCSS HeavyJob, Procore, Viewpoint Vista, Bluebeam Revu, or CCTV data platforms such as WinCan, ITpipes, or Granite XP.
- Familiarity with Davis-Bacon and state prevailing wage requirements and certified payroll reporting.
- Project Management Professional (PMP) certification.
- Bilingual English/Spanish.
TRAVEL REQUIREMENTS
Approximately 40-60% travel within the assigned service territory, including regular day travel to active job sites and overnight stays during peak season. Occasional extended travel and after-hours or weekend response for emergency work is required.
PHYSICAL REQUIREMENTS
This position combines office and active jobsite work. The employee must be able to sit and work at a computer for extended periods, operate a motor vehicle, and regularly walk jobsites on uneven terrain in all weather conditions. Must be able to lift and carry up to 50 pounds, climb ladders and stairs, and work safely around excavations, confined space openings, and vehicular traffic. Required PPE includes hard hat, safety glasses, hearing protection, high-visibility clothing, and steel-toe footwear; respirator use may be required, subject to medical clearance and fit testing. Exposure to outdoor weather, loud equipment, sewer and wastewater environments, and chemical products including resins and styrene should be expected.
