Position Summary: Working within the Office of the Commissioner of Probation (OCP), the Project Manager for Information Services performs administrative and organizational management duties to advise and assist the Commissioner of Probation in the development and deployment of technology products and services as well as evaluating methods, practices, and procedures in the probation offices of the Trial Court Department. The Project Manager will evaluate probation's technological needs and application, identifying needed improvements within individual probation offices and across the department as a whole, while also providing administrative and technical assistance and training to implement new technologies and improve the use of existing technology. This position will be the designated lead in the Office of the Commissioner of Probation for the ongoing design, development, and implementation of MassCourts and related applications, working in collaboration with the Trial Court Information Services Department. The Project Manager will also advise other Trial Court Departments and other agencies of OCP policies, procedures, standards, and priorities that are supported or enhanced by the MassCourts application. The Project Manager will also represent the Commissioner on a number of interdepartmental collaborations relative to the use of technology as well as with external entities.
Supervision Received: Receives assignments and direction from the Commissioner and First Deputy Commissioner. Works closely with the Deputy Commissioners and Regional Supervisors.
Essential Functions and Responsibilities:
Under the direction of the Commissioner of Probation, the Project Manager for Information Services:
• Works closely with the Commissioner and the Deputy Commissioners in the development and deployment of technology products and projects in the probation offices;
• Works closely with the Trial Court Information Services Department in the design, development and implementation of the MassCourts and related applications across all court departments;
• Performs detailed analysis of probation field policies and procedures as they relate to the innovative use of technology and current probation standards;
• Designs special products and specialized manuals to disseminate the growing knowledge base of MassCourts functions and technical information;
• Coordinates with the Central Identity Management Group to correct discrepancies and errors in the electronic record;
• Provides technical assistance to court and Office of the Commissioner of Probation staff;
• Works directly with court staff and trainers from the Office of the Commissioner of Probation to advise and train in the efficient use of technology and Trial Court applications while promoting an awareness of the importance of data validity and security;
• Promotes an atmosphere that encourages enthusiasm and user participation in the use of information technology and services;
• Creates a positive environment for reporting application and/or system deficiencies and suggestions for improvements and enhanced functionality;
• Assesses the need for training and professional development of staff in the court as related to information services, and assists the Commissioner of Probation in addressing these needs;
• Provides statistical data as directed by the Office of the Commissioner of Probation; and
• Performs such other duties as assigned by the Commissioner of Probation or his/her designee in accordance with the guidelines, policies, and standards of the Massachusetts Probation Services.

Minimum Requirements: These are the minimum requirements necessary to apply for the position of Project Manager for Information Services (OCP):
• A Bachelor's Degree from an accredited college or university in criminal justice, sociology, computer science, psychology, or related field;
• A Master's degree in business, computer science, organizational development, public or criminal justice administration or related field is strongly preferred;
• Five (5) or more years of relevant experience, at least three (3) of which must include use of MassCourts or an electronic medical record/case management software;
• Project management experience, including information services projects, planning and implementation;
• Knowledge of and proficiency in the use of a variety of project management tools such as Microsoft Project and Microsoft Office;
• Knowledge of current information services and state-of-the-art applications;
• Experience preparing and delivering presentations to senior management and/or project advisory committees and other audiences;
• Experience working with various levels of staff and in collaboration with other entities;
• Experience supervising and working with vendors, contractors and multiple project teams engaged in developing and/or implementing elements of an information services environment is preferred;
• Strong interpersonal skills and the ability to work professionally with persons at all levels, including judges and other officials, and to maintain effective working relationships;
• Ability to understand and analyze complex issues and information relating to information system environments, various hardware and software elements which form these environments, and the organizations and people who support and make use of these environments;
• Ability to act on this comprehension and analysis to support and enhance these environments;
• Ability to analyze problems and to develop effective solutions to problems;
• Ability to communicate effectively in oral and written form, including the ability to communicate technical information to non-technical people and to provide training to groups of all sizes;
