Project Manager Technical/Functional

Position Summary: The Technical/Functional Project Manager provides strategic program leadership, PMO governance, and delivery management across Company's multi-site IT and digital transformation portfolio. This role operates at the intersection of technology, business operations, and executive strategy, driving enterprise programs from initiation through benefits realization across seven manufacturing sites.

The Project Manager establishes and directs the Project Management Office, defines and enforces the Software Development Lifecycle and Infrastructure processes, and ensures governance requirements. This position serves as the primary bridge between IT, engineering, operations, and executive leadership, translating complex technical initiatives into measurable business outcomes.

Responsibilities:
  • Manage a portfolio of concurrent programs spanning IT infrastructure, software development, business applications, data strategy, and cybersecurity compliance across global manufacturing sites, third-party vendors, and consulting partners
  • Serve as single point of accountability for PMO governance, SDLC standards, and program-level risk management across the enterprise
  • Lead planning, execution, and delivery of enterprise IT programs through the complete lifecycle, from business case development through post-implementation review and benefits realization
  • Manage the IT project portfolio, including intake governance, demand management, prioritization, stack ranking, and resource capacity planning
  • Serve as gatekeeper for incoming business and technology requests
  • Develop and maintain integrated program plans, including scope, schedule, budget, RAID logs, and critical path analysis. Manage cross-program dependencies, risks, and escalations.
  • Deliver executive portfolio dashboards, program scorecards, quarterly roadmaps, and resource forecasts.
  • Draft and manage program budgets, capital expenditure proposals, vendor contracts, and SOWs
  • Implement portfolio-level reporting infrastructure using Smartsheet, SharePoint, and Power BI for real-time executive visibility. Develop and maintain RACI matrices, escalation workflows, and decision-rights frameworks
  • Conduct quarterly portfolio reviews and compliance signoffs in coordination with IT leadership, executive sponsors, and cross-functional stakeholders
  • Select, tailor, and govern the appropriate delivery framework for each program: Scrum and Scrum Ban for iterative software delivery, Kanban for continuous-flow operations teams, Waterfall for infrastructure and compliance programs, and hybrid approaches for cross-functional initiatives. Serve as Agile Coach and Scrum Master where applicable
  • Design, implement, and continuously improve the enterprise SDLC including stage-gate processes, definition of done, and release management procedures.
  • Partner with executive leadership to define transformation roadmaps, build business cases, and quantify ROI for strategic technology investments. Coordinate cross-functional workstreams spanning finance, operations, engineering, and IT
  • Develop and deliver executive briefings, program pre-reads, and board-level presentations that translate technical complexity into business value. Manage politically sensitive stakeholder dynamics and facilitate go/no-go decisions
  • Manage resource allocation across internal teams and external contractors. Negotiate and manage vendor contracts, SOWs, and third-party deliverables. Develop and mentor junior project managers and team leads

Executive Engagement & Resource Management
  • Develop and deliver executive briefings, program pre-reads, and board-level presentations that translate technical complexity into business value. Manage politically sensitive stakeholder dynamics and facilitate go/no-go decisions
  • Manage resource allocation across internal teams and external contractors. Negotiate and manage vendor contracts, SOWs, and third-party deliverables. Develop and mentor junior project managers and team leads

Minimum/Core Requirements:
  • 7 to 10 years progressive experience in IT project management, software development, and technical leadership within multi-site environment manufacturing or defense/aerospace environments is a plus
  • Experience in managing enterprise wide, complex infrastructure projects and programs
  • Experience leading, motivating and managing various project and program team sizes, including internal and external resources, while holding team accountable for performance
  • Experience influencing and gaining buy-in from executive sponsors, team members, stakeholders and peers

Education / Qualifications:
  • Bachelor's degree in Engineering Management, Business Administration, or related technical/management discipline

Desired:
  • PMI's Project Management Professional (PMP) certification
  • Agile Scrum knowledge or certification (e.g. Certified Scrum Master, PMI or PMP
