Title: Project Manager
Location: 2 Broadway - MTA Headquarters
Duration: 9 months (37.50 hrs./week)
MTA IT is seeking an experienced consultant to support the implementation, configuration, integration, and enhancement of Agile tools, reporting solutions, internal business applications, and websites.
The consultant will work in IT Center of Excellence (CoE), to improve reporting capabilities, streamline internal processes, and enable effective delivery across the organization.
Key Responsibilities
Agile Tooling & Integration
" Support the planning, execution, testing, and validation of the migration from Jira Data Center to Jira Cloud.
" Configure, administer, and enhance Jira Cloud, Jira Align, and Confluence to support organizational Agile delivery needs.
" Assist with the setup, implementation, and configuration of Jira Align to support portfolio, program, and team-level planning and delivery.
" Configure Jira projects, workflows, issue types, custom fields, permissions, automation, and reporting capabilities.
" Support integration and data synchronization between Jira Cloud, Jira Align, and other enterprise applications.
" Collaborate with Atlassian representatives, technical support teams, and implementation partners to resolve technical issues, validate solutions, and implement recommended practices.
" Work with the CoE to align Jira configurations with Agile governance processes, reporting requirements, and Product Team needs.
" Support Jira integrations with ServiceNow and other enterprise systems as needed.
Reporting & Analytics
" Design, develop, and maintain Power BI dashboards and reports to support CoE operational and executive reporting needs.
" Develop dashboards that provide visibility into Agile delivery performance, portfolio progress, team metrics, capacity, and organizational transformation initiatives.
" Integrate data from Jira, SharePoint, Excel, and other enterprise sources to support reporting and analytics.
" Work with CoE stakeholders to gather reporting requirements and translate them into meaningful dashboards and visualizations.
" Enhance existing reports and dashboards based on business requirements and leadership feedback.
" Support data validation, accuracy, and consistency across reporting solutions.
Internal Application Development
" Design, develop, and maintain internal CoE applications using Microsoft Power Apps to support business processes, data collection, resource management, and operational needs.
" Work with CoE stakeholders to gather requirements and translate business needs into functional, user-friendly applications.
" Integrate Power Apps with SharePoint, Microsoft Teams, and other enterprise data sources as needed.
" Develop and enhance applications to streamline manual activities, improve collaboration, and increase operational efficiency.
" Support application testing, troubleshooting, enhancements, and ongoing maintenance.
Website Design & Development
" Design, develop, and maintain internal CoE websites and SharePoint sites to support Agile transformation initiatives, communication, training, and knowledge sharing.
" Develop user-friendly website layouts, navigation, and content structures to improve accessibility and usability.
" Organize and present CoE resources, governance materials, training content, dashboards, and other information through internal websites.
" Collaborate with CoE stakeholders to enhance website functionality, content, and overall user experience.
Technical Support & Collaboration
" Collaborate with internal technical teams and external vendors to support implementation and integration activities.
" Troubleshoot technical issues and coordinate resolution with appropriate support teams.
" Participate in solution design discussions, testing, and validation activities.
" Develop technical documentation, configuration guidelines, and knowledge transfer materials.
" Provide technical guidance and support to CoE staff and Agile Product Teams.
Required Qualifications
" 5+ years of experience implementing, configuring, or supporting enterprise Agile tools and related business solutions.
" Strong hands-on experience with Jira Cloud administration, configuration, and functionality.
" Demonstrated experience supporting Jira Data Center or Jira Server migrations to Jira Cloud.
" Experience implementing, configuring, or administering Jira Align, including integration with Jira.
" Experience working with Atlassian technical teams, support services, or implementation partners.
" Knowledge of Jira workflows, permissions, automation, custom fields, and reporting.
" Experience developing Power BI dashboards, reports, and data visualizations.
" Hands-on experience designing, developing, and maintaining internal business applications using Microsoft Power Apps.
" Experience designing, developing, or maintaining internal websites, portals, or SharePoint sites.
" Understanding of Agile methodologies, including Scrum, Kanban, and scaled Agile practices.
" Strong analytical, troubleshooting, communication, and collaboration skills.
" Ability to work independently and collaborate with technical and business stakeholders.
Preferred Qualifications
" Experience supporting Atlassian tools in a large enterprise environment.
" Familiarity with ServiceNow integrations, REST APIs, and webhooks.
" Experience with Confluence, SharePoint Online, Power Automate, and Microsoft Power Platform.
" Knowledge of Power BI data modeling, DAX, and integration with enterprise data sources.
" Familiarity with website design principles, user experience, and content management.
" Atlassian certifications related to Jira administration or Jira Align.
" Experience supporting enterprise Agile transformation initiatives.
Expected Deliverables
" Support successful migration from Jira Data Center to Jira Cloud, including testing, validation, and stabilization.
" Configure Jira Align to support CoE Agile governance and delivery requirements.
" Establish and validate integration and data synchronization between Jira Cloud and Jira Align.
" Coordinate with Atlassian and internal technical teams to resolve implementation and integration issues.
" Develop and maintain Power BI dashboards for Agile performance metrics, portfolio reporting, capacity, and executive-level visibility.
" Design, develop, and maintain internal CoE applications using Microsoft Power Apps to support business processes and operational needs.
" Design and maintain CoE websites and SharePoint sites to support governance, training, communication, and knowledge sharing.
" Document configurations, integrations, applications, and support procedures.
" Provide knowledge transfer and ongoing technical guidance to internal teams.
