Job Description

  • "Lead a coordinate the development, update, maintenance, and submission of APDs, APD Updates,

    operational updates, CMS submittal letters, funding tables, and supporting narratives.

    " Help translate project plans, milestones, risks, contract activities, outcomes, and budgets into clear documentation that supports CMS funding approval and ongoing compliance.

    " Maintain a calendar of monthly, quarterly, annual and as-needed funding submissions, decision points,

    contract approvals, and reporting deadlines to help avoid gaps in CMS-approved Federal Financial Participation (FFP).

  • " Review timecard coding reports and work with team managers to ensure accuracy and compliance with timecard coding requirements.

    " Coordinate with Medicaid Enterprise System project teams, IT architects, business owners, finance,

    OFFR, procurement, legal, and vendors to collect and validate project scope, schedules, budgets,

    risks, outcomes, contract information, and supporting documentation.

    " Maintain project funding and financial tracking materials, including federal and state share, budget

    tables, cost allocation information, financial forecasts, encumbrances, actual expenditures, contract

    budgets, and amendments.

    " Support budget planning and forecasting for D&A initiatives by compiling inputs from project teams,

    vendors, finance partners, and leadership; identifying variances; and preparing funding status updates.

    " Support drafting and reviewing Requests for Proposals (RFPs), contracts, amendments, interagency

    agreements, and vendor Statements of Work (SOWs) for alignment with approved APD scope, project

    budgets, funding assumptions, and CMS prior approval requirements.

    " Support vendor contract management activities, including tracking contract periods, not-to-exceed

    amounts, deliverables, amendments, approval status, and alignment to project milestones.

    Coordinate responses to CMS questions, requests for clarification, approval conditions, and follow-up items in partnership with subject matter experts and leadership.

    " Monitor CMS policy, Medicaid Enterprise System guidance, APD requirements, and internal MassHealth/EOHHS processes that affect funding approvals, documentation, contract approvals, and

    reporting obligations.

    " Prepare executive briefings, funding status reports, risk summaries, contract summaries, budget

    updates, and decision materials for D&A leadership and cross-functional stakeholders.

    " Support systems certification, compliance reporting, monthly or quarterly status reporting, and other

    project reporting as required.

    " Maintain APD templates, standard operating procedures, document repositories, version control

    practices, and quality control processes to support consistent, accurate, and auditable documentation.

    " Facilitate cross-functional meetings and work sessions to gather inputs, resolve open questions,track action items, and ensure funding, contract, budget, and project documentation remains current.

    " Lead or support cross-functional project management activities in a matrix organization, including

    creating project plans, tracking milestones, facilitating communication among internal and external

    stakeholders, and preparing project documents such as presentations, solution approach documents,

    project plans, and funding materials.

    " Promote project management, documentation, and financial tracking best practices across APD

    -funded initiatives.

    Qualifications

    Minimum Experience/Skills

    " 5 years of experience in program management, project management, grants management, public

    funding administration, contract management, project finance, or a related role.

    "

    Demonstrated eexperience manng or supporting project budgets, budget forecasts, financial tracking,

    resource allocations, funding documentation, grants, or contract-related financial materials.

    " Experience coordinating complex cross-functional work across business, finance, procurement, legal,

    technology, vendor, and leadership stakeholders.

    " Strong writing and documentation skills, including the ability to synthesize technical, financial,

    contractual, and programmatic information into clear narratives, reports, and executive materials.

    " Strong project management, stakeholder coordination, analytical, organizational, and executive

    communication skills.

    " Experience supporting vendor management, contract administration, procurement processes, RFPs,

    SOWs, amendments, deliverables, or similar contract-related activities.

    " Ability to manage multiple deadlines, maintain detailed tracking tools, follow formal processes, and

    ensure documentation is complete, accurate, and audit-ready.
