THE WORK

Lockheed Martin seeks an experienced Proposal Analyst to lead proposal activities for the Enterprise Command & Control (EMC2) market segment within the MIC‑2 business unit. The analyst will develop and manage proposals across the portfolio in response to customer Requests for Proposals (RFPs), supporting both follow‑on and new‑business opportunities. The role focuses on shaping, analyzing, coordinating, and delivering compliant, cost‑effective proposals while providing pricing support to programs across multiple locations.

Develops, plans & schedules proposals in accordance with estimating policy,Federal Acquisition Regulations (FAR) & Defense Federal Acquisition Regulations (DFARS) requirements, USG Bus. System Requirements & other govt. regulations. Shapes, develops & matures bus. case analyses & cost methods resulting in a comprehensive bid/price strategy. Develops initiatives to increase profitability & cashflow. Acts as the estimating lead on proposals compiling cost, schedule, & technical elements to development proposals in accordance with Request For Proposal (RFP) specs. Coordinates the collection of cost, scheduling, & performance elements from functional departments. Performs financial modeling & analyses related to major proposals, including rate studies & analysis, bus. case development, cash flow analysis, NPV & IRR & presents analyses & recommendations to leaders. Researches & analyzes historical data, develops cost models to support proposal efforts & determination of accuracy of functional estimates. Participates in should-cost & pricing reviews with mngmt & customer reps. Participates as a member of the contract negotiating team & interacts with DCAA /other audit agencies. Initiates process improvements to enhance productivity & efficiency within pricing & estimating functions. May provide day-to-day direction & guidance to less senior Proposal Analysts. Develops, communicates, & implements Estimating & Pricing policies/procedures, & conducts monitoring & surveillance activities to ensure that the policies/procedures are being thoroughly & consistently implemented. Possesses comprehensive written & oral communications skills to support proposal development activities, executive proposal reviews, fact-finding & negotiations, & interaction with DCAA/other audit agencies.

Basic Qualifications

Must possess strong interpersonal, communication and organizational skills.

Confidence to interact vertically and horizontally across organizations, with both internal and external customers.

Flexible and adaptable within a dynamic and sometimes virtual work environment. Results oriented, with strong analytical abilities, a quick learner, and detail oriented.

Skilled in Excel, Word, PowerPoint proficient.

Desired Skills

Financial modeling proficiency such as including cash flow analysis, NPV and IRR. Familiar with FAR, TINA, and other related government policies and procedures. Working knowledge of ProPricer, GenBOE, and SAP. Broad-based financial background.

Pay Information

Full-Time Salary Range: $72500.00 - $134600.00

• Annual short-term and/or long-term incentive compensation programs may be offered depending on the position. Payments under these annual programs are not guaranteed and can vary from year to year and are tied to a range of performance metrics.
• For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
