Description

ProviderOne IT Business Analyst (ITBA-SS/AHA)

This position performs business analysis on subsystems within ProviderOne MMIS through collaboration with business and technical partners as well as vendor management including communication and solution alignment with fellow Washington state agency partners. This BA responds to defect and service requests and ensures their assigned module operates properly. About the unit:

ProviderOne is HCA's mission-critical Medicaid Management Information System (MMIS). This large-scale enterprise system processes over five million claims/encounters per month as well as payments in excess of $22 billion annually to providers of services to Medicaid clients statewide.

The ProviderOne Operations Implementation and Strategic Services (OISS) unit is accountable for performing IT business analysis; resolving system issues for a major component/subsystem; defining, designing, and planning out implementation of major componentry enhancements; oversight and management of iterative release implementation; and consulting with system users over issues, stoppages, and functional anomalies.

About the position:

The ProviderOne IT Business Analyst (ITBA) is a senior-level position designated to provide technical leadership and organizational system management for a major ProviderOne component/subsystem. This position:

  • Serves as the ProviderOne and Point of Sale IT Business Analyst and business architect for the subsystem,
  • Has the highest-level authority and accountability for the subsystem,
  • Provides ProviderOne Point of Sale IT business analysis expertise specific to business and technical knowledge of functions, operations, and solution/resolution options,
  • Translates technological options into business terms and interacts with senior management and System Integrator technologists to decide on creating solutions,
  • Is accountable for deciding and leading the independent analysis, design, modification, and implementation of all system enhancements to a subsystem, and
  • Negotiates with the System Integrator in defining items for system lifecycle development scheduling.

This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

Duties

Some of what you will do:

Serve as the technical expert for a major component/subsystem.

  • Consultant as subject matter expert on ProviderOne system changes and enhancements.

  • As the subsystem/component and business expert:

  • Engage in discussions at the executive level on possible resolutions to business changes.

  • Provide direction and oversight to workgroups and staff to develop strategies for implementing new solutions and programs.

  • Manage and resolve complex subsystem issues escalated by staff.

  • Research and analyze potential new technology solutions.

  • Liaise and negotiate between the business, stakeholders, and the vendor (system integrator) to ensure consistency, understanding, and efficiency in processes and logic.

  • Coordinate with external agency's technical experts to analyze multi-system interfaces.

Perform IT Business Analysis Body-of-knowledge (BABOK) disciplines and related methodologies.

  • Analyze, design, recommend, implement, and support complex ProviderOne technology solutions and processes drawing on BA knowledge and methods.
  • Function as the technical expert on system functionality and features.

Devise business and related technical recommendations for ProviderOne subsystem issues reported by business staff and business partners.

Develop and provide oversight of projects through the Software Development Lifecycle (SDLC).

Expand technical skills to stay current with new leading-edge modular technology.

Qualifications

Required qualifications:

Qualifying candidates will meet all of the following criteria (experience may be gained concurrently):

  • Two (2) years of direct hands-on experience developing and managing requirements of major systems or system / subsystem components including eliciting, analyzing, validating and documenting business, organization, functional and non- functional requirements.
  • Four (4) years of experience with vendor / System Integrator management and facilitating systems development sessions and relationships.
  • Two (2) years of knowledge and hands-on experience with Software Development Lifecycle (SDLC).
  • Two (2) years demonstrated experience with industry best practices for business analysis methodologies based on the International Institute of Business Analysis, Business Analysis Body of Knowledge (BABOK Guide and Standards).
  • Experience and knowledge of testing methodologies to ensure both positive and negative tests are performed with test scripts. Understanding the difference between unit, integration, and regression testing in order to complete testing tasks.

Qualifying candidates will also satisfy one of the follow criteria options (experience may be gained concurrently with experience required above):

Option 1:

  • Nine (9) years of progressive professional IT experience such as:
  • analyzing, designing, installing, programming, testing and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment or
  • providing customer or technical support.

Option 2:

  • Associates degree or equivalent two years of vocational training in a technical field and
  • Seven (7) years of IT experience as described above.

Option 3:

  • Bachelor's degree or higher in computer science, information systems or closely related field and
  • Five (5) years of IT experience as described above.

Option 4:

  • Master's degree or higher in computer science, information systems or closely related field and
  • Three (3) years of IT experience as described above.

Option 5:

  • Three years as a journey level IT professional in state service with experience as described above.

Preferred qualifications:

  • Professional experience with ProviderOne.
  • Experience translating business needs into user stories.
  • Experience applying human-centered design principles in developing technical requirements.
  • End-to-end involvement in SDLC, including writing test case scenarios and UAT preparation.
  • Five years of experience with vendor / System Integrator management and facilitating systems development sessions and relationships.
  • Experience with solution release management.
  • Experience with health care management systems, such as MMIS or enterprise-wide health information systems.
  • Experience with health care data and interoperability standards.
  • Senior level analytical experience with the ProviderOne system.
  • Senior level analytical, facilitation, systems, and organizational skills.
  • Certified or professional level certification as a business analyst.

Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
