Definition
Under general direction, this position provides operational leadership across the division, implementing priorities established by the Division Administrator into effective outcomes, manager accountability, consistent operations, and measurable performance. Performs related duties as required.
The Director of Operations and Quality serves as the primary operational leader across NSS programs. The role reports to and partners closely with the Division Administrator while maintaining primary responsibility for day-to-day operational execution. Position will work some evening and weekends.

Directs personnel administration including development of staffing plans, training programs, job descriptions, staff selection, and supervision;
Represents the Health Department in information sharing planning and coordination efforts with other agencies, including serving on local, state, and national boards and committees;
Advises the Health Commissioner on Departmental issues and initiates actions;
Oversees the promotion, establishment, and expansion of health care services or educational programming throughout the community;
Develops and implements policies, procedures, and strategic plans for health care services or educational programs;
Researches potential funding or reimbursement sources; reviews, modifies, and submits applications to funding or reimbursement agencies for programs and projects; monitors budget expenses;
Reviews and evaluates records on programs and services against quality assurance standards and grant requirements;
Reviews recommended changes to services, materials, or operations and makes changes to programs based on these recommendations;
Reviews and/or prepares reports detailing activities, facilities, and funding for health programs;
Analyzes and interprets data relevant to health care services, staff productivity, or educational programs;
Consults with management information system staff regarding records system, service reports, and changing needs from computers' capabilities;
Responds to and provides leadership for public health emergencies and significant events;
May direct the procurement of service providers for clients requiring services not offered by the department;
May participate in continuous quality improvement and performance management initiatives.
Minimum Qualifications
Possession of a bachelor's degree and five (5) years of experience in public health managing services, programs, or educational activities, two (2) years of which involved supervision. Substitution(s): Possession of a master's degree may be substituted for one (1) year of the required non-supervisory experience.
