WHAT WE OFFER

• Educational Incentive: An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelors degree OR 5% for completion of a graduate degree.
• Bilingual Incentive: Proficiency levels by exam are $.69 per hour (Level I); $1.00 per hour (Level II); or $1.32 per hour (Level III).
• Vacation Accrual: New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.
• Vacation Redemption: After 14,560 hours of continuous service an employee may elect to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.
• Sick Leave: Full-time Regular employees accrue 3.08 hours of sick leave per pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.
• Deferred Compensation: Eligible to participate in the Countys 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
• Health Plans: Full-time employees are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans: Tier One for employee only is $463.99 per biweekly pay period, Tier Two for employee plus one is $834.32 per biweekly pay period and Tier Three for employee plus family is $1,024.11 per biweekly pay period.
• Flexible Spending Accounts: Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.
• Pension Plan: Both the County and employees contribute to the Countys Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS.
• Holidays: 13 paid days per year which includes a scheduled floating holiday.

VETERANS POINTS:

Public Works Maintenance Worker II is a trainee/entry level classification, and Veterans Points may apply to eligible applicants. Documentation of military service (DD-214) must be submitted prior to close of recruitment in order to receive points.

THE AGENCY:

The Public Works Agencys goal is to protect and enhance the safety, health and quality of life in Ventura County; PWA is dedicated to Innovation and Excellence while achieving these goals. In this vital role, you will work as part of a team to support this mission throughout Ventura County. Depending on the assignment, this position works under supervision (PWMW II) or general supervision (PWMW III) and performs various types of semi-skilled manual labor connected with the maintenance of road or flood control facilities.

The ideal candidate will be familiar with a variety of tools, materials, and equipment normally used in maintenance work. They will have the ability to operate a variety of gasoline and diesel-powered equipment and to work safely in a variety of environments and weather conditions. Also, they should be able to establish and maintain effective relations with fellow employees and the public.

PAYROLL TITLES AND APPROXIMATE SALARIES:

Public Works Maintenance Worker II: $24.47 - $32.69 per hour

Public Works Maintenance Worker III: $26.89 - $35.91 per hour

EDUCATIONAL/BILINGUAL INCENTIVE: Incumbents may be eligible to receive an educational incentive of either 2.5%, for an Associate degree, 3.5%, for a Bachelors degree, or 5% for a graduate degree that is not required to work in the classification. Incumbents may also be eligible for bilingual incentive pay depending upon operational needs and certification skills.

Public Works Maintenance Workers are represented by the Service Employees International Union (SEIU) and are eligible for overtime compensation.

Examples Of Duties

Duties may include, but are not limited to the following:

Public Works Maintenance Worker (PWMW) II:

• Performs various types of semi-skilled manual labor connected with the maintenance of roads and flood control facilities.
• Uses a variety of hand and power tools.
• Operates motorized equipment such as pick-ups and light trucks.
• May on occasion operate spreaders, loaders, 10-wheel dump trucks, and related equipment.
• Maintains tools and equipment used.
• May be exposed to the application of herbicides and pesticides for weed control.
• Paints road markings and installs signs.
• Repairs bridges and installs guard rails.
• Cleans culverts, drains, ditches and channels.
• Cuts and repairs pavement.
• May operate backhoes, hydraulic lifts, air compressors, acetylene cutting torch, etc.
• Builds concrete forms; mixes and pours concrete.
• Performs related duties as assigned.

Public Works Maintenance Worker (PWMW) III:

• Performs various types of semi-skilled manual labor connected with the maintenance of roads and flood control facilities.
• Uses a variety of hand and power tools and materials.
• Paints road markings and installs signs.
• Repairs bridges and installs guard rails.
• Operates small motorized equipment and drives a 10-wheel dump truck and trailer.
• Applies herbicides.
• Builds concrete forms; mixes and pours concrete.
• Operates backhoes, hydraulic lifts, pumps, air compressors, acetylene cutting torches, etc.
• May be placed in charge of small work crews and, when needed, perform any tasks normally assigned to lower classifications.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE:

PWMWII: The equivalent of one (1) year of general maintenance and construction work experience that has led to the acquisition of the required knowledge, skills, and abilities. The knowledge, skills, and abilities can also be obtained by one (1) year of general maintenance and construction experience comparable to Public Works Maintenance Worker I.

NECESSARY SPECIAL REQUIREMENTS FOR PWMWII:

• Must possess and maintain a current valid California driver license.
• Must obtain a Class A driver license with applicable endorsements as a condition of passing probation. Employees who are required to possess a commercial driver license are subject to the Department of Transportation's Drug and Alcohol Random Testing Program.

PWMWIII: Two (2) years of maintenance and construction work experience, at least one (1) of which must have been comparable to that of a Public Works Maintenance Worker II.

NECESSARY SPECIAL REQUIREMENTS FOR PWMWIII:

• Must possess a Class A driver license with applicable endorsements. Employees who are required to possess a commercial driver license are subject to the Department of Transportation's Drug and Alcohol Random Testing Program.

NECESSARY SPECIAL REQUIREMENTS FOR BOTH CLASSIFICATIONS:

• Must meet requirements for the Cal/OSHA Respiratory Fit Program.
• Must be able to stand for long periods, walk on uneven terrain, kneel, crouch, work at heights and depths, stoop, twist, climb, maintain stamina.
• Must be able to lift up to 75 pounds.
• Must be able to work safely while exposed to weather, hours of darkness, and environmental conditions, vibration, confining work space, chemicals, and mechanical and electrical hazards.

NOTE: If appointed at the lower level, incumbents may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with business needs of the department.

KNOWLEDGE, SKILLS & ABILITIES:

A demonstrated knowledge and ability to perform a variety of unskilled and semi-skilled tasks connected with the maintenance of roads and flood control facilities.

Working (II) to thorough (III) knowledge of:

• Tools, materials, and equipment normally used in maintenance work
• Operation of gasoline and diesel powered equipment and skill in their operation

WRITTEN EXAMINATION - 100%: A job-related written examination will be administered to test applicants knowledge of general maintenance and safety, math, reading comprehension and interpersonal relations. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies within the Public Works Agency. There are currently four (4) vacancies.

BACKGROUND INVESTIGATION: A thorough post-offer, pre-employment background investigation which may include inquiry into past employment, education, criminal background information, and driving record may be required for this position. For those classifications that are subject to the Department of Transportation drug and alcohol testing regulations, incumbents will be tested prior to driving a commercial vehicle and may be randomly tested thereafter.
