Job Description

Raleigh Parks is seeking a Capital Projects Senior Engineer to join our Planning and Capital Projects group. The main responsibilities for this position include the oversight of capital improvements projects implementation including managing the planning and design process and providing construction administration oversight. A successful candidate must have a proven track record performing both roles, with emphasis on construction-phase project management.

This position is part of a team of highly motivated planners, designers, and engineers. Our department plays an essential role in fostering the quality of life that makes Raleigh such a great place to live, work and play. The Planning and Capital Projects team is responsible for the improvement of approximately 200 public parks and an ever-expanding network of greenway trails, community and aquatic centers, art centers, athletic facilities, historic properties, playgrounds, lakes, nature preserves, and open spaces.

This position will manage improvements to existing park facilities and sites, including aquatic centers, community centers, restrooms, shelters, playgrounds, and related building and site infrastructure. Projects may include mechanical and utility systems, paving, irrigation, electrical and site utilities, building abatement, and ADA interior and exterior improvements - as well as larger projects for new park buildings and sites. This position works closely with design consultants, contractors, Raleigh Parks staff, and other City departments to deliver projects that meet approved scope, schedule, budget, design intent, and City standards.

Working Conditions

This position performs work in both office and field environments with frequent travel among active project sites using City vehicles. There will be frequent in person and virtual coordination with contractors, consultants, City staff, inspectors, and other stakeholders; occasional evening or weekend work may be required. Regular walking and standing at construction sites, including uneven terrain and typical construction conditions; appropriate personal protective equipment may be required.

Why Join Raleigh Parks?

  • Help deliver safe, accessible, functional, and high-quality public park facilities and spaces that serve the Raleigh community.
  • Manage a diverse portfolio of capital improvement projects from planning and design through construction and closeout.
  • Work within a collaborative team of planners, engineers, landscape architects, and construction management professionals.

If you are a capital project professional with a proven track record in both construction administration and design-level project management, we encourage you to apply and help improve Raleigh Parks' facilities and public spaces.

  • Administer construction contracts and oversee the design consultant's construction administration services; attend project and construction meetings and conduct frequent site observations.

  • Review contractor performance and project work for compliance with approved plans, specifications, codes, City standards, schedule, and contract requirements; identify issues and work with consultants and contractors to resolve them.

  • Review and manage pay applications, change orders, RFIs, submittals, schedules, budgets, contingencies, contracts, and project documentation.
