Description
The City of Richmond Office of the City Assessor is seeking highly qualified candidates for the position of Real Estate Appraiser. The selected candidate is responsible for estimating market value of residential, small multi-family, or condominium properties, utilizing the standard approaches to valuation for the purpose of generating fair and equitable tax assessments.
This recruitment is for a position which is unclassified. Therefore, the successful candidate will serve at the will of the Appointing Authority.

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge, Skills & Abilities or some combination of the following
Knowledge of the construction process and required components needed in construction.
Understand zoning regulations, special use permitting, and micro and macro influences on property types.
Comprehends statistical analysis and relevant accounting.
Knowledge of appraisal concepts such as real estate statutes and ordinances, mass appraisal process, the three approaches to value.
Proficient with basic appraisal instruments, equipment, and tools including GIS tools, Eagleview, arcreader, financial calculators, measuring equipment, marshall swift cost estimator guide, and digital cameras.
Ability to use systems and software such as Multiple Listing Service (MLS), Computer Assisted Mass Appraisal (CAMA), VISION, and Microsoft Office Suite.
Operate a city vehicle and understand the rules of the road for Virginia.
Working knowledge of the interdependent relationships that exist between residential markets, neighborhoods, and commercial markets.
Skills to utilize information to make appraisal determination, identify, classify, and stratify properties by types and class.
Ability to analyze and understand market data for commercial industrial & multi-family properties.
Ability to evaluate real estate transactions, identify market areas.
Understands the motivations behind investors, owners, and tenants for different types of commercial real estate.
A strong written and oral communication, an excellent customer service both internally and externally, and has the ability to multi-task and handle multiple tasks at the same time.
