    Department Information

    The Research Security Office (RSO) was created by Indiana University (IU) to address the security risks posed to the research environment at Indiana University and to assist researchers with efforts to protect themselves, their research data and methodologies, publication rights, and intellectual property.

    The primary mission of RSO is to assure research security at IU. Through its comprehensive research security program, RSO protects IU and its researchers from those who wish to exploit IUs open and inclusive academic environment. RSO operates a research security program in response to federal regulations and sponsor requirements that safeguards the IU research enterprise and mitigates threats to the IU research environment by protecting against:

    • Misappropriation of research and development.
    • Violations of research integrity.
    • Foreign government interference.

    Job Summary

    The Research Security and Export Control Analyst/Specialist supports the university-wide Research Security and Export Control Program by assisting in the development, implementation, administration, and continuous improvement of institutional compliance with federal research security and export control requirements. This position helps safeguard the universitys research enterprise by conducting risk assessments, compliance reviews, investigations, restricted party screenings, export control analyses, and other research security activities while providing guidance to faculty, staff, and students on applicable regulations and sponsor requirements.

    Department-Specific Responsibilities

    • Supports compliance with federal export control regulations, including the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), Office of Foreign Assets Control (OFAC) sanctions programs, National Security Presidential Memorandum-33 (NSPM-33), and other federal research security requirements.
    • Supports research security reviews, evaluates export control obligations, develops and monitors Technology Control Plans (TCPs), supports federal disclosure and compliance requirements, conducts risk assessments, and delivers education and outreach programs.
    • Reports through the Office of the Vice President for Research and collaborates closely with other university stakeholders.
    • Conducts investigations, screenings, and risk assessments related to insider threats, malign influence, and export control compliance.
    • Leverages investigative skills and critical thinking to detect, deter, and mitigate risks to the IU research environment.
    • Implements and maintains analytical tools and processes for risk detection and reporting; prepares reports for RSO leadership and federal compliance needs.
    • Supports training and outreach efforts related to insider threat awareness, research security, and export control compliance.
    • Participates in professional development and maintains current knowledge of regulatory updates in research security and export control.
    • Other duties as assigned.

    General Responsibilities

    • Reviews and advises administrative units of the university on contractual terms relating to export controls or controls on technology.
    • Advises and assists with processes related to international travel and transactions to ensure compliance with applicable laws.
    • Develops, monitors, and audits technology control plans to protect controlled technologies from unauthorized access by foreign persons.
    • Develops and delivers educational programs to faculty, researchers, and administrative units of the university.
    • Collaborates with the Office of International Services to certify, as part of the visa application process, that incoming foreign persons will not be exposed to controlled technologies without an export license.

    This position is posted at the Career career level, but may be filled at the Core career level depending on the candidates qualifications.     EDUCATION

    Required

    • Bachelors degree in a relevant field.

    Preferred

    • Masters degree, Juris Doctor, or other advanced degree.

    WORK EXPERIENCE

    Required

    • 2 years of experience in areas of compliance.

    Preferred

    • Experience in research compliance or research administration.
    • Experience in higher education.
    • Demonstrated academic or professional experience in a STEM-related field.
    • Demonstrated academic or professional experience in a legal or law-related field.

    • Knowledge of federal and institutional regulations on Export controls including, but not limited to, International Traffic in Arms Regulations (ITAR) under the jurisdiction of the Department of State, or the Export Administration Regulations (EAR) under the jurisdiction of the Department of Commerce is highly desired.

    Working Conditions / Demands

    This role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus.
