Your impact

At Jacobs, we are seeking to have a Resilience Project Manager based out of San Francisco or San Jose, CA join our California Water team. As a Resilience Project Manager, you will support planning, coordination, and delivery of resilience and climate adaptation projects in the region. Work with multidisciplinary teams to advance projects from early planning through design and construction, with a focus on complex urban waterfront and coastal resilience programs. Interface between planning and engineering to manage project delivery, coordinate technical disciplines, and translate flood risk science and engineering analysis into strategies that decision-makers, communities, and partner agencies can act on. Beyond project delivery, you will support business development and contribute to building our resilience practice.

What You'll Do:

• Project Delivery: Manage delivery of resilience and flood risk projects across planning, design, and construction phases, including scope, schedule, budget, risk, and QA/QC. Oversee multidisciplinary project teams spanning engineering, environmental, and planning disciplines. Mentor and develop junior staff across technical and project management capabilities.
• Engineering Team Interface: Coordinate engineering teams through design development, review deliverables, and interpret hydraulic modeling, flood risk analysis, and coastal engineering outputs to inform project decisions and communicate findings to decision-makers and public audiences.
• Interagency Coordination and Community Engagement: Lead coordination with public agency clients, city departments, and federal, state, and regional partners. Support community engagement and co-design processes that center equity and ensure project outcomes reflect community priorities alongside technical and environmental performance.
• Resilience and Adaptation Strategy: Contribute to vulnerability assessments, flood risk analyses, and adaptation strategy development. Support development and evaluation of adaptation alternatives using frameworks that consider hazard reduction, equity, environmental performance, social value, cost, and implementation feasibility - across a range of adaptation project, program, and policy options.
• Communication and Public Presentation: Prepare briefings, decision memos, technical summaries, and presentations for senior leadership, elected officials, regulatory bodies, and public audiences. Deliver public presentations to community groups, stakeholder forums, and interagency audiences.
• Business Development and Practice Building: Support pursuit of new project opportunities through proposal development and client relationship building. Contribute to growing the resilience and adaptation practice through thought leadership and cross-project collaboration.

Here's what you'll need

• Bachelor's degree in Geography, Environmental Science, Urban Planning, Environmental Management, Public Policy, or related field.
• 7+ years of experience in flood risk management, climate adaptation, coastal resilience, or related infrastructure and environmental program delivery.
• Experience managing multidisciplinary project teams to coordinate technical delivery, review engineering and design outputs, and maintain QA/QC standards.
• Experience working with public agency clients and coordinating across multiple government agencies and stakeholders in complex urban or infrastructure settings.
• Ability to communicate complex technical information to senior decision-makers, elected officials, and public audiences, including delivering public presentations.
• Familiarity with flood risk assessment, sea level rise, coastal hazards, or climate adaptation planning frameworks sufficient to engage with and direct technical teams.

Ideally, you'll also have:

• Master's degree in Climate Science, Environmental Policy, Urban Planning, Water Resources, Coastal Management, or related field.
• Project management credentials (PMP or equivalent) or professional credentials in environmental or water management (e.g., CFM, ENV SP).
• Experience with large-scale flood defense, waterfront resilience, or coastal adaptation programs, including oversight of engineering design development from concept through construction.
• Familiarity with adaptation pathways approaches, including weaving governance structures, funding mechanisms, and institutional decision-making into physical adaptation strategies.
• Experience helping clients structure phased investments that respond to evolving conditions.
• Experience with nature-based solutions, multi-criteria evaluation of adaptation alternatives, benefit-cost analysis, or business case development for public infrastructure investment.
• Experience with equity-focused analysis, social vulnerability assessment, social value frameworks, or community co-design in the context of resilience or infrastructure planning.
• Experience with spatial planning, urban design, and/or landscape approaches for integrating adaptation measures into multibenefit improvements.
• Understanding of relevant regulatory frameworks, which may include USACE Section 408/NEPA, CEQA, BCDC, or FEMA floodplain management.

The base salary range for this position is $144,900.00 to $226,450.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
