    Job Title: Resources Management & ProgramSpecialist

    Department: Professional Services

    Location: Washington, DC

    Status: Full TimeExempt

    Summary

    The Management& Program Specialist's duties and responsibilities are within contracting,procurement, and general services of the team. This individual will beresponsible for assisting the Contracting Officer's Representative with allprocurement, general support services, financial management action related toprocurement and any ancillary related HR functions related to contracting. Thisindividual will report to the Chief of Resources as well as the Deputy Chief ofResources.

    Essential Functions

    Executesduties in accordance with the Federal Acquisition Regulation (FAR) and DoSAcquisition Regulation (DOSAR). Interprets the laws and regulationsgoverning contracting.Monitors contract from thecradle to the grave, to include solicitations, statements of work, monitorburn rate, invoicing, quality assurance, deliverables, monitors contractprogression, resolves complex issues, closeouts, and CPARS.Provides expert advice to theGEC's leadership and program offices.Initiates documentation for allInteragency Acquisition Agreements (IAA), Memorandum of Understanding(MOUs), Management and Coordination Agency (MCA), and Memorandum ofAgreements (MOA)Works with DS/IS/IND in supportof the COR to stay abreast of clearance status, VARs for contractpersonnel and other related security actions.Support the setting ofprocurement and award projects priorities, deadlines, and reviews,completed project evaluations, prepares administrative reports for seniorstaff. Submits requisitions after completing cost analysis and estimates.Conducts review/research incollaboration with the COR of prior year "status of obligations" to ensureall Unliquidated Obligations (ULOs) are valid and should remain in thebooks. Working closely with therespective COR/s or Budget team, ensures that de-obligations are processedaccurately for obligations that are no longer valid or for which the finalclaim has been processed for payment.Ensures appropriate funding,certifications approvals and compliance have been obtained for purchaserequests.Ensures that all obligationsare valid, have supporting documentation and that internal controls aremet.Works alongside the (COR) inconducting both pre-and post-award contracting activities. Preparesacquisition packages /documents (Requests for Statement of Work, Proposalsand Justification for Approvals), review of these documents for quality,clarity, and adherence to applicable regulations.

    Competencies

    Knowledge of contract types, methods, and techniques toinclude cost and incentive contracting.Knowledge of sound business practices and principlesknowledge of price/cost analysis.Knowledge of the Federal Travel Regulations (FTR)(E-2).Skills with acquiring services through Ariba.Experience in IPP, eCOR Filing, and GFMSFamiliarity with USG policy on designated issues and beable to draw upon publicly available, cleared U.S. Government informationresources and the vast resources of quality information about the UnitedStates available online.Proficiency in Microsoft Office Suite (Word, Excel, andPowerPoint)Skills in managing and prioritizing multipleassignments with strict deadlines and ability to coordinate efforts amongGEC's threat teams and/or Front Office.Excellent Interpersonal and Communication Skills (Oraland Written).Excellent Organizational skills, detail-oriented,timely and customer service oriented.

    Work Environment

    This job operates in a professional office environment. This role routinelyuses standard office equipment such as computers, phones, photocopiers, filingcabinets and fax machines.

    Physical Demands

    The physical demandsdescribed here are representative of those that must be met by an employee to successfullyperform the essential functions of this job.

    • Mustbe able to remain in a stationary position 75% of the time.

    • Occasionallymoves about inside the office to access file cabinets, office machinery, etc.

    • Constantlyoperates a computer and other office productivity machinery, such as acalculator, copy machine, and computer printer.

    • Expressesor exchanges ideas by means of the spoken word. Those activities inwhich they must convey detailed or important spoken instructions to otherworkers accurately, loudly, or quickly.

    • Frequentlymoves standard office equipment up to 25 pounds.

    • Mustbe able to work indoor conditions 90% of the time.

    While performing theduties of this job, the employee is regularly required to talk or hear. Theemployee frequently is required to stand; walk; use hands to finger, handle orfeel; and reach with hands and arms.

    Position Type/Expected Hours of Work

    This is a full-time position. Typical days and hours of work areMonday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekendhours required, as required by business need.

    Travel

    Travel is primarily local during the business day, although someout-of-the-area and overnight travel may be expected.

    Experience

    Education

    Minimum education: Bachelor'sDegree in Business Administration, Acquisition Management or Accounting.

    Security Clearance

    Must be a U.S. citizen. Mustpossess or be able to obtain/maintain a Top-Secret security clearance. Pursuant to Executive Order 14043, this position requires full vaccination against COVID-19 regardless of work location.
