The OCM Consultant will lead the change strategy and user adoption efforts for the implementation of an automated, web-based Travel Management System (TMS) built on SAP Concur for a Federal Client.<\/span><\/span><\/span><\/span><\/span> <\/p> <\/span><\/span><\/span><\/span><\/span> <\/p> The OCM Consultant will ensure a smooth transition to a modernized, integrated TMS that preserves the client's structured approval processes while improving automation, compliance, and traveler experience. This role is critical to achieving enterprise-wide adoption across diverse traveler populations and maintaining operational continuity during system replacement.<\/span><\/span><\/span><\/span> <\/p> Duties and Responsibilities:<\/span> <\/h3> <\/span><\/span><\/b> <\/p>Change Strategy & Governance<\/span><\/span><\/b> <\/p>Develop and execute a comprehensive OCM strategy aligned with the client's governance structure and divisional approval hierarchies.<\/span><\/span> <\/li>Conduct stakeholder impact assessments across all 14 divisions and traveler groups.<\/span><\/span> <\/li>Establish change governance, sponsorship alignment, and division-level change champion networks.<\/span><\/span> <\/li>Coordinate closely with the Program Manager and technical implementation team to align change activities with system design and deployment milestones.<\/span><\/span> <\/li><\/ul>Stakeholder Engagement & Communications<\/span><\/span><\/b> <\/p>Develop and implement a targeted communications plan addressing executives, division leadership, travel approvers, finance personnel, and travelers.<\/span><\/span> <\/li>Communicate changes to Travel Authorization (TA) workflows, approval hierarchies, and reimbursement processes.<\/span><\/span> <\/li>Prepare executive briefings and adoption dashboards to monitor organizational readiness and risk.<\/span><\/span> <\/li><\/ul>Business Process Transition<\/span><\/span><\/b> <\/p>Support transition from the client's current GDS-connected online reservation system to SAP Concur while maintaining continuity of operations.<\/span><\/span> <\/li>Ensure users understand updated workflows for:<\/span><\/span> <\/li>Travel Authorizations (TA)<\/span><\/span> <\/li>Reservation booking<\/span><\/span> <\/li>Automated reimbursement claim submission<\/span><\/span> <\/li>Audit and compliance checkpoints<\/span><\/span> <\/li><\/ul>Coordinate change impacts associated with integration to monitoring systems, reimbursement systems, and audit services.<\/span><\/span> <\/li><\/ul>Training & Adoption<\/span><\/span><\/b> <\/p>Conduct training needs analysis for all Traveler categories.<\/span><\/span> <\/li>Develop role-based training materials, job aids, quick reference guides, and process documentation.<\/span><\/span> <\/li>Support training delivery (virtual and in-person as required).<\/span><\/span> <\/li>Partner with the customer service support desk to ensure readiness for post-go-live traveler assistance.<\/span><\/span> <\/li><\/ul>Readiness & Post-Go-Live Support<\/span><\/span><\/b> <\/p>Lead organizational readiness assessments prior to deployment.<\/span><\/span> <\/li>Support User Acceptance Testing (UAT) from a business adoption perspective.<\/span><\/span> <\/li>Monitor adoption metrics, help desk trends, and traveler feedback post-go live.<\/span><\/span> <\/li>Recommend and implement corrective actions to improve compliance, efficiency, and user satisfaction.<\/span><\/span> <\/li><\/ul> <\/div><\/span> Requirements<\/h3> · <\/span><\/span><\/span><\/span><\/span>Minimum 5-7 years of Organizational Change Management experience supporting federal or highly regulated environments.<\/span><\/span><\/span> <\/p> · <\/span><\/span><\/span><\/span><\/span><\/span>Demonstrated experience supporting ERP or enterprise SaaS implementations, preferably in travel and expense systems.<\/span><\/span><\/span> <\/p> · <\/span><\/span><\/span><\/span><\/span><\/span>Experience with SAP Concur or comparable federal travel systems (e.g., ETS2).<\/span><\/span><\/span> <\/p> · <\/span><\/span><\/span><\/span><\/span><\/span>Strong understanding of federal travel processes, including Travel Authorization workflows and reimbursement lifecycle management.<\/span><\/span><\/span> <\/p> · <\/span><\/span><\/span><\/span><\/span><\/span>Experience supporting large, multi-division organizations (2,000+ users).<\/span><\/span><\/span> <\/p> · <\/span><\/span><\/span><\/span><\/span><\/span>Proven ability to align change strategy with compliance-driven business processes and audit requirements.<\/span><\/span><\/span> <\/p> <\/span><\/span><\/span> <\/p> Preferred Competencies:<\/span><\/span><\/span> <\/p> · <\/span><\/span><\/span><\/span><\/span><\/span>Experience supporting implementations with federal regulatory agencies or similarly structured federal organizations.<\/span><\/span><\/span> <\/p> · <\/span><\/span><\/span><\/span><\/span><\/span>Familiarity with FFIEC-related operational environments.<\/span><\/span><\/span> <\/p> <\/span><\/span><\/span> <\/p> Minimum Education:<\/span> <\/h3> <\/span><\/span><\/span> <\/p>· <\/span><\/span><\/span><\/span><\/span><\/span>Bachelor's Degree in Computer Science, IT, or related field.
