This position directly supports senior Department of Defense leaders by delivering objective, risk-based assessments that inform strategic capability development, modernization, and resourcing decisions.

Primary Responsibilities:

  • Lead independent operational assessments of CJADC2 and C5ISR capabilities to identify operational risk, capability gaps, interoperability shortfalls, and opportunities to improve Joint Force readiness and warfighting effectiveness.
  • Direct the planning, design, execution, and reporting of operational assessments, studies, and evaluations supporting Joint Staff, Combatant Command, and coalition decision-making requirements.
  • Translate operational observations and data into strategic risk assessments and actionable recommendations that influence capability development, modernization priorities, and Joint resourcing decisions.
  • Provide senior-level analytical support to CJADC2 capability portfolio management efforts, ensuring assessment findings inform enterprise planning, force design, and modernization strategies.
  • Lead multi-disciplinary analysis teams in the collection, integration, and evaluation of operational, technical, and performance data to produce defensible, evidence-based conclusions.
  • Assess Joint, Coalition, and Interagency interoperability through large-scale exercises, demonstrations, and operational events to validate mission effectiveness and identify critical capability gaps.
  • Evaluate emerging technologies, low Technology Readiness Level (TRL) capabilities, and innovative concepts to determine operational utility, integration requirements, and potential impacts on future warfighting capabilities.
  • Develop and deliver executive-level briefings, reports, white papers, and decision support products for General Officers, Flag Officers, Senior Executives, and other key stakeholders.
  • Coordinate and collaborate with Joint Staff directorates, Combatant Commands, Military Services, coalition partners, academia, and industry representatives to advance assessment objectives and strategic initiatives.
  • Serve as a senior trusted advisor to leadership by providing objective, data-driven recommendations that improve operational effectiveness, strengthen coalition interoperability, and reduce risk to the Joint Force.

Basic Qualifications:

  • US Citizen with an active Secret security clearance with the ability to obtain and maintain a Top Secret clearance.
  • Bachelor's degree and 8+ years of relevant experience, or Master's degree and 6+ years of relevant experience.

  • Expertise in C5ISR and Targeting operations related to CJADC2 interoperability and global force integration.
  • Experience analyzing operational effectiveness across complex Joint, multinational, or coalition environments.
  • Experience conducting operational assessments, capability evaluations, mission analysis, risk assessments, or operational effectiveness reviews.
  • Ability to collect, analyze, interpret, and synthesize complex operational data into actionable recommendations for leadership decision-making.
  • Experience developing analytical reports, operational assessments, executive summaries, decision papers, briefing materials, and senior leader presentations.
  • Experience supporting operational test events, military exercises, experimentation activities, interoperability assessments, or validation efforts.
  • Ability to facilitate interviews, meetings, workshops, and information-gathering sessions with military, government, and contractor personnel.
  • Experience collaborating across diverse operational and technical organizations, including operations, intelligence, logistics, communications, and command-and-control stakeholders.
  • Strong written and verbal communication skills, including the ability to brief senior military officers, government civilians, and executive-level stakeholders.
  • Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and collaboration tools used to develop reports, assessments, and presentations.
