GENERAL DESCRIPTION:

Lead audit team to ensure that all payments made by lessees, operators and purchasers for the retention of State mineral leasehold rights and the disposition of State non-renewable Trust assets are timely and correct.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Establishes yearly and/or special audit schedules.
  • Directs conduct of actual audit work performed by team members, and verifies data and documents as to source and implication.
  • Interprets contracts and establishes value and cost deductibility.
  • Reviews desk audits and audit team work papers for accuracy and adequacy.
  • Prepares final audit reports.
  • Using risk assessment models, selects parties or institutions to be audited and plans the overall strategy for the expected conduct and scope of audit.
  • Provides follow-up counsel and review pursuant to closing audits where the determination has been made that the states interests have been kept whole.
  • Initiates and represents the agency in legal actions, including small claims court and as an expert witness in administrative hearings.
  • Interprets and applies Wyoming state statutes.
  • Establishes relationships with other governmental and private entities both in and out of state to facilitate statute compliance.
  • Serves as a liaison for the Division to each community within the assigned district.
  • Makes verbal presentations to various organizations and groups when called upon. Makes decisions which could potentially be defendable all the way to the Wyoming State Supreme Court.
  • Prepares case files for legal action; works with legal staff as necessary.
  • Serves as witness in appeal hearings and court cases.
  • Investigates and gathers evidence
  • Trains new employees.

Qualifications

KNOWLEDGE:

  • Knowledge of financial calculations.
  • Knowledge of interviewing techniques necessary to conduct a thorough examination.
  • Knowledge of public speaking to present examination findings.

MINIMUM QUALIFICATIONS:

Education:

Bachelors Degree (typically in Finance)

Experience:

0-3 years of progressive work experience (typically in Auditing) with acquired knowledge at the level of an Auditor II

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Auditing) with acquired knowledge at the level of an Auditor II
