SENIOR BUILDING SERVICES LEADER

Full-Time Regular Employment Opportunity

Under direction of the Facilities Manager, organizes, plans, assigns, and reviews and supervises the work of assigned crews involved in the maintenance and repair of public buildings, furnishings and equipment including custodial maintenance; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS

The position of Senior Building Services Leader is the first supervisory level in the series. This classification provides supervision to lower-level personnel. This classification differs from the lower-level classification of Facilities Technician III in that the Senior Building Services Leader performs the most difficult and responsible types of duties assigned to classes within the series, including providing direct supervision over assigned personnel. This is a working leader, with responsibility for in-house and contracted building maintenance services for all City-owned buildings. It is distinguished from the Facilities Manager class which has full supervisory responsibility for administering the activities of the Building Services Division. Senior Building Services Leader is distinguished from the lower-level class of Facilities Technician III by a higher level of technical expertise and supervisory responsibility required.

Essential Job Functions

(May include, but are not limited to, the following):

  • Plans, prioritizes, assigns, supervises and reviews the work of crews engaged in routine, semi-skilled and skilled tasks in the construction, repair and maintenance of city buildings, components and equipment.
  • Evaluates assigned responsibilities; recommends improvements and modifications.
  • Participates in the selection of staff; provides or coordinates staff training; writes performance evaluations; works with employees to correct deficiencies; implements discipline procedures.
  • Develops schedules and methods to accomplish assignments ensuring work is completed in a timely and efficient manner.
  • Oversees and inspects the work of contractors and vendors in the repair and maintenance of city facilities.
  • Performs the most difficult work related to the repair and maintenance of city facilities.
  • Prepares specifications and makes recommendations on contracting for building maintenance and repairs and custodial services; monitors, inspects and documents performance of contractors.
  • Investigates, responds to and resolves complaints related to custodial and building maintenance services.
  • Maintains computerized and other files to use for planning, recordkeeping and scheduling purposes; composes correspondence.
  • Meets with representatives of other City departments to plan and coordinate special events and resolve maintenance problems.
  • Requisitions and orders supplies and equipment.

WORKING CONDITIONS

Position requires prolonged sitting, standing, walking on level, uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard and certain tools. The position also requires near and far vision when performing tasks such as inspections and repair work, in reading written work related documents and using a computer. Acute hearing is required when providing phone and personal customer service. The need to lift, drag, carry and push equipment, tools and supplies up to 50 pounds is also required. Additionally, the incumbent may be exposed to mechanical and electrical hazards, loud noise, and inclement weather conditions, such as wet, heat and cold. The nature of the work also requires the incumbent to climb ladders and work from elevated platforms and lifts. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

The base salary for this classification includes pay for potentially hazardous duties as listed in the essential job functions.

Minimum Qualifications

Education and Experience:

The minimum qualifications for education and experience can be met in the following way:

Graduation from high school or the tested equivalent; AND

Four years of progressively responsible experience performing semi-skilled and skilled facilities maintenance and repair duties, which include a minimum of two years of experience at the lead worker or higher level.

Knowledge of:

  • The proper use and maintenance of tools, including power tools, used in carpentry, painting, plumbing, electrical, heating and air conditioning, locksmithing and building maintenance.
  • The uniform codes for building, plumbing, electrical, and mechanical.
  • Generally accepted construction and repair procedure and practices.
  • Mathematics and algebra to perform computations such as addition, subtraction, multiplication, and division using whole numbers, fractions, decimals, and percentages.
  • Function and technology of building and facility systems and locations of typical system failures.
  • Principles and practices of supervision, training, and performance evaluations.
  • Principles and practices of safety management.
  • Office methods, procedures, software and equipment.

Ability to:

  • Provide direct supervision over assigned staff; effectively train and evaluate staff.
  • Perform the most complex duties related to the repair and maintenance of city facilities.
  • Identify problems and use sound judgment to generate and evaluate alternatives, and to make recommendations.
  • Identify safety hazards and correct them.
  • Read and understand technical manuals, schematic drawings, blueprints, and equipment specifications.
  • Understand electrical, plumbing, and mechanical systems commonly found in commercial buildings.
  • Troubleshoot and diagnose mechanical, plumbing, and electrical malfunctions.
  • Operate a computer using word processing and business software and other office equipment.
  • Communicate effectively, both orally and in writing.
  • Establish and maintain and promote positive and effective working relationships with employees and the public.
  • Demonstrate initiative and exercise good judgment in the performance of duties.
  • Observe safety principles and work in a safe manner.

Willingness to:

Pass a background security check by the Public Safety Department.

Work irregular hours, shifts and weekends.

Licenses/Certificates:

Possession and continued maintenance of a valid class C California drivers license and a safe driving record.

HIGHLY DESIRABLE QUALIFICATION

An Associates degree or 60 semester units or 90 quarter units from an accredited college or university or completion of a recognized apprenticeship program.

DESIRABLE QUALIFICATIONS

  • Completion of vocational training or apprenticeship in carpentry, mechanical maintenance, plumbing, or electrical maintenance.
  • EPA Certification - refrigerant handling.

EXAM PROCESS

Applications will be competitively screened based on the minimum qualifications of this position. Based upon a review of the application materials, the most qualified candidates will be invited to participate in the examination process scheduled for Thursday, September 3. (Note: The examination process may be changed as deemed necessary by the Director of Human Resources).

SELECTION PROCESS

Those candidates that receive a passing score on the examination will be placed on an eligibility list for up to one year, in accordance with the Citys Civil Service Rules and Administrative Policies. Top candidates on the eligibility list will be invited to participate in a selection interview with the department scheduled for the week of September 14. Any candidate that is selected by the hiring department will be required to successfully complete a pre-employment process, which may consist of a background history check, as well as a medical exam(s) administered by a City selected physician(s) before hire. Prior to starting work, all newly-hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment; however, failure to disclose conviction history will result in refusal of employment or termination. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.
