Senior Business Analyst – Application Modernization

We are seeking an experienced Senior Business Analyst to support a large-scale enterprise application modernization initiative. The ideal candidate will have strong business analysis, requirements gathering, Agile delivery, and software testing experience, preferably within State Government projects.

Key Responsibilities:

• Analyze legacy applications and document existing business requirements, workflows, and system functionality.

• Gather, analyze, and document business and functional requirements.

• Develop user stories, functional specifications, and acceptance criteria.

• Collaborate with Product Owners, Product Managers, developers, data modelers, and business stakeholders.

• Identify process gaps and recommend workflow improvements.

• Lead and coordinate User Acceptance Testing (UAT), including test planning, test cases, defect tracking, and business validation.

• Support Agile/Scrum delivery, application modernization, and legacy system migration.

• Track project risks, issues, dependencies, and requirements traceability.

• Ensure compliance with applicable accessibility, security, privacy, and regulatory standards.

Required Qualifications:

• Minimum 7+ years of Business Analyst experience, including 3+ years in a Senior BA role.

• Previous State Government experience is mandatory.

• Experience with legacy application modernization or digital transformation initiatives.

• Strong requirements elicitation, documentation, user stories, and acceptance criteria skills.

• Hands-on experience with Agile/Scrum and tools such as Jira or Azure DevOps.

• Proven experience leading and coordinating UAT and large-scale software testing.

• Excellent communication, analytical, and stakeholder management skills.

Additional Requirements:

• Must be local to Pennsylvania and available to work onsite 2 days per week, including Wednesday.

• In-person interview required.

• Video screening with a valid local driver's license required.

Preferred Qualifications:

• Pennsylvania Commonwealth agency experience.

• Enterprise application migration and modernization experience.

• Business process improvement and workflow optimization.

• Familiarity with WCAG 2.1 accessibility standards.
