Senior Business Program Manager, Consumption Governance

Overview

Microsoft Business Operations is building an end-to-end Consumption Governance capability to strengthen how we manage the consumption lifecycle and protect customer trust and revenue integrity. The lifecycle spans business intent and launch readiness through meter creation, pricing, usage, mapping, invoicing, and correction, crossing multiple organizations, systems, and business processes.

As a Senior Business Program Manager, Consumption Governance, you will help design and operate the management system that connects this lifecycle. You will establish greater visibility into lifecycle health, strengthen end-to-end financial and operational controls, surface customer and revenue risk earlier, clarify accountability, and mobilize teams around systemic issues and improvement opportunities.

You will work across engineering, business planning, commerce, finance, and operations, bringing structure and clarity to complex problems where accountability and execution span organizational boundaries. Responsibilities

• Design and evolve the end-to-end consumption governance and control framework, including the financial and operational controls required to protect the integrity of consumption from business intent through usage, pricing, invoicing, and correction.
• Establish an integrated view of financial flow, control health, and lifecycle risk, connecting customer, financial, process, incident, and operational signals to identify where consumption or revenue could be incorrect, incomplete, delayed, or otherwise at risk.
• Identify systemic risks, process gaps, control weaknesses, and recurring patterns, and mobilize the appropriate business and technical owners to address them.
• Establish clear ownership, decision rights, risk prioritization, action tracking, and escalation across organizational boundaries while maintaining accountability with the appropriate domain owners.
• Partner with finance, engineering, commerce, business planning, and operational owners to identify gaps in preventative and detective financial controls, establish clear control ownership, and verify that controls and corrective actions are operating effectively.
• Translate learning from incidents, root cause analyses, launches, and operational performance into stronger standards, controls, processes, tools, guidance, and governance mechanisms.
• Identify opportunities to simplify and automate governance, monitoring, controls, and risk detection as the consumption management system matures.

Qualifications

Required/Minimum Qualifications

• Bachelor's Degree in Business, Operations, Finance, Engineering, or related field AND 4+ years experience in program management, process management, governance, risk management, operations, business transformation, or related work OR equivalent experience.

Preferred/Additional Qualifications

• Masters Degree in Business, Operations, Finance, Engineering or related field AND 6+ years experience in program management, process management, governance, risk management, operations, business transformation or related work.
• Experience with financial controls, monetization, revenue operations, commerce, billing, or other complex financial or transactional systems.
• Experience applying systems thinking, continuous improvement, risk management, quality, or control disciplines in complex operational environments.
• Experience partnering across engineering, product, finance, business planning, commerce, or operations organizations.
• Experience using data, automation, or AI to improve process visibility, risk detection, controls, or operational decision making.
• Experience establishing new governance, operating, or program-management capabilities in complex and evolving environments.
• Experience leading complex programs or processes that span multiple teams, functions, or organizational boundaries.
• Experience defining or operating business processes, governance mechanisms, controls, metrics, or program management systems.
• Experience using business, operational, or performance data to identify risks, evaluate outcomes, or inform priorities and decisions.

Business Program Management IC4 - The typical base pay range for this role across the U.S. is USD $97,600 - $188,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $125,000 - $206,400 per year.
