Job Summary:
Seeking an experienced Capital Projects Engineer / Project Manager to lead equipment, utility, and facility projects from concept through closeout at a regulated manufacturing facility. Prior direct experience in biotechnology, pharmaceutical, or animal health manufacturing is mandatory.

Key Responsibilities:

• Define project scope, schedules, budgets, Work Breakdown Structures (WBS), and execution plans.
• Develop business cases, funding requests, RFPs, User Requirement Specifications (URS), and technical specifications.
• Partner with Operations, Engineering, and Quality to translate manufacturing needs into project requirements.
• Manage equipment procurement, vendors, subcontractors, and project resources.
• Monitor project progress, control costs, manage risks, and communicate updates to stakeholders.
• Support permitting, design reviews, FAT/SAT, commissioning, qualification, and project handover.
• Ensure compliance with applicable GMP, regulatory, safety, and site requirements.

Required Qualifications:

• Bachelor's degree in Engineering; Mechanical, Chemical, or Biomedical preferred.
• 10+ years of capital project engineering or management experience within FDA-regulated biotech, pharmaceutical, or animal health manufacturing.
• Demonstrated success leading capital projects exceeding $5 million.
• Direct experience managing equipment, utilities, and facility infrastructure projects.
• Strong experience developing URS, business cases, funding proposals, and lifecycle budgets.
• Proven vendor management, procurement, stakeholder communication, and cross-functional leadership skills.
• Ability to work full-time onsite.

Preferred: Experience with biologics production, formulation, lyophilization, aseptic filling, packaging, and pharmaceutical utility systems.
