Must be a US Citizen who currently possesses a Secret Clearance. This is a hybrid position and the candidate must be local to Washington DC Metro (40% onsite).
Job Responsibilities:
The Deputy Program Manager and Strategy and Policy Workstream Lead deputizes for the Project Manager of the contractor team that supports the DAF Cyber Resiliency Office for Control Systems (CROCS) and leads the CROCS strategy and policy workstream. The incumbent runs the program office battle rhythm, tracks deliverables, risks, and funds execution across the CROCS workstreams, and supports the Technical Director s governance forums. The role also writes and coordinates the strategies, policy memoranda, charters, concepts of operations, and executive briefings that guide DAF operational technology cybersecurity, and represents CROCS in headquarters coordination with OSD, the Joint Staff, and the MAJCOMs. The incumbent works from the Pentagon, at least 40% onsite.

- The Contractor shall provide 100% coverage for task to ensure there is no loss in support, productivity, or continuity of operations. Deputy program management: Run the program office battle rhythm for the Project Manager and track deliverables, schedules, risks, burn rate, and subcontractor performance across the CROCS workstreams.
- Strategy and policy workstream: Lead OT cybersecurity strategies, policy memoranda, charters, and concepts of operations from first draft through headquarters coordination to signature.
- Governance and stakeholder coordination: Prepare agendas, read-aheads, and minutes for steering committee and working group sessions, and coordinate with OSD, the Joint Staff, MAJCOMs, and partner organizations.
- Executive advisory and communications: Advise the Technical Director before senior leader engagements, and write and review the decision briefs, talking points, monthly status inputs, and leadership readouts that support them.
- Team leadership and resourcing: Direct and mentor the contractor team, manage staffing requests and position descriptions, and track funding execution against the approved plan.

Required Skills:
- Program Management: 10+ years leading federal or DoD programs, including schedules, risks, and deliverable acceptance
- DoD Headquarters Experience: 8+ years in Air Staff, SAF, OSD, or Joint Staff environments
- Policy and Strategy Development: 8+ years drafting and coordinating policy memoranda, charters, and CONOPS
- Executive Advisory: 8+ years advising general officers or SES and writing their decision briefs
- Governance Leadership: 5+ years running steering committees, boards, or working groups
- Cybersecurity Policy: 5+ years on DoD or federal cyber policy, RMF, or critical infrastructure protection
- Resource and Contract Oversight: 5+ years tracking budgets, burn plans, and subcontractor work
- Team Leadership: 5+ years directing contractor teams
- OT/ICS Cybersecurity: 3+ years applying NIST SP 800-82, UFC 4-010-06, or DoD Mission Assurance guidance to control systems
- PPBE and Funds Execution: 3+ years supporting POM inputs, unfunded requirements, and obligation tracking
- Subcontractor Management: 3+ years directing subcontractor SOWs, deliverables, and review comments
- Legislative and Policy Analysis: 3+ years turning NDAA provisions and DoD issuances into implementation plans
- DAF Staff Processes: 3+ years with DAFI and guidance memorandum coordination and tasker tools such as TMT or ETMS2
- Strategic Communications: 3+ years producing executive decks, newsletters, and speaking packages through CUI and OPSEC review
- Cyber Workforce Frameworks: 2+ years with DCWF work roles and DoDM 8140.03 qualification requirements
- Task and Schedule Tools: 2+ years running Monday.com, MS Project, or similar boards and integrated master schedules
- Talent Acquisition Support: 2+ years writing position descriptions, interviewing candidates, and onboarding staff
- Control Systems Operations: 2+ years working with facility control systems, utilities, or industrial automation
