Job Description

Position Summary:
  • We are seeking an experienced Senior Cyber Technical Writer to act as the primary documentation specialist supporting complex cybersecurity, intelligence, and defense initiatives within a Program Management Office (PMO). This role converts highly technical cyber, systems engineering, and security operations concepts into clear, accurate, and mission-aligned documentation for technical, operational, and executive leadership.
Primary Responsibilities:
  • Develop and maintain technical artifacts, including System Security Plans (SSPs), CONOPS, SOPs, RMF artifacts, cyber operational playbooks, architecture descriptions, and intelligence reports.
  • Translate complex cybersecurity concepts—such as threat analysis, defensive cyber operations, incident response, and system vulnerabilities—into digestible content for diverse audiences.
  • Support PMO governance by drafting program briefs, decision memos, meeting minutes, milestone documentation, CDRL requirements, risk registers, and performance reports aligned with federal and DoD frameworks.
  • Collaborate with cyber Subject Matter Experts (SMEs) and engineering teams to gather technical data, validate accuracy, and ensure alignment with system configurations and security controls.
  • Ensure full compliance with federal and DoD guidelines, including NIST SP 800-53, RMF, ICDs, DoDI 8510.01, and agency-specific cybersecurity policies.
  • Author both classified and unclassified materials using strict security handling procedures, version control, and proper dissemination protocols.
  • Produce strategic executive communication materials, including intelligence summaries, cybersecurity posture updates, and risk assessments.
  • Perform thorough quality assurance reviews to guarantee technical accuracy, clarity, and compliance with PMO and agency style guides.
  • Mentor junior technical writers and contribute to organizational templates, documentation standards, and operational best practices.
  • Assist in proposal efforts by drafting technical volumes, past performance narratives, and core cyber capability descriptions.
  • Coordinate and select illustrative materials, such as technical diagrams, sketches, and visual charts, to support written documentation.
Basic Qualifications:
  • Active TS/SCI security clearance.
  • Educational and experience requirements:
  • Bachelor's degree with 5 to 8 years of technical writing experience.
  • Master's degree with 3 to 5 years of technical writing experience.
  • Ph.D. with 0 to 2 years of technical writing experience.
  • Demonstrated technical writing experience across cybersecurity, intelligence, defense, or federal program environments.
  • Proven ability to write for technical domains including network security, cloud security, cyber operations, threat intelligence, and defensive tooling.
  • Solid grasp of RMF, NIST controls, DoD cybersecurity policies, and Intelligence Community (IC) standards.
  • Experience supporting a Program Management Office (PMO) or large-scale government program.
  • Native or bilingual English proficiency with strong editing, grammatical, and written communication skills.
  • Hands-on experience with tools like Confluence, SharePoint, Visio, Jira, and MS Office Suite.
Preferred Qualifications:
  • Industry certifications such as Security+, CISSP, CEH, CCSP, or technical writing credentials.
  • Hands-on experience creating technical documentation for cloud platforms (AWS, Azure, or GovCloud).
  • Direct experience supporting Cyber Defense Operations Centers (CDOCs), Security Operations Centers (SOCs), or intelligence analysis teams.
  • Background in DoD acquisitions, IC mission support, cross-domain solutions, or classified network environments.
