Job Description:

This position is responsible for directing and managing comprehensive housing and community development programs while ensuring compliance with federal, state, and local regulations.

Example of Duties:

  • Lead and manage the department's housing and community development functions, providing strategic direction and operational oversight for affordable housing, neighborhood revitalization, housing rehabilitation, human services, financial and technical assistance, grant administration and related programs.
  • Develop and execute short and long-range housing and community development strategies that expand housing affordability, increase the supply of housing, and advances the City's community development priorities.
  • Create and advance affordable housing opportunities by identifying development and rehabilitation opportunities, evaluating public-private partnerships, leveraging public and private financing, supporting acquisition and disposition of real estate, evaluating development costs, and working collaboratively with other City departmetns and external agences.
  • Identify and leverage housing and community development resources, including local, state, and federal funding, grants, tax incentives, public-private partnerships, and other financing mechanisms to maximize the City's investment in housing and neighborhood development.
  • Serve as liaison to various legislative groups, task forces, non-profit foundations, and community-based organizations.
  • Direct the administration of department budgets, grants, contracts, agreements, and funding programs.
  • Lead and manage a high-performing team, including hiring, assigning work, setting performance expectations, coaching, developing, supervising, and evaluating staff. Establish clear accountability, encourage professional growth, and foster a collaborative, service-oriented organizational culture.
  • Establish and monitor departmental performance measures, priorities, and work plans to ensure programs and projects are delivered effectively, efficiently, and in alignment with City goals.
  • Build and maintain strategic partnerships with City departments, elected officials, county, state, and federal agencies, developers, lenders, financial institutions, nonprofit and community-based organizations, foundations, neighborhood organizations, and other public and private stakeholders.
  • Lead community needs assessments, market analyses, housing studies, and community improvement initiatives to identify housing gaps, development opportunities, neighborhood priorities, and strategies for equitable community investment.
  • Advise City leadership, boards, commissions, and other decision-makers on housing and community development matters.
  • Develop, recommend, and implement policies, programs, and legislative initiatives that support housing affordability, neighborhood stabilization, and sustainable community development.
  • Additional duties as assigned.

Qualifications:

  • Bachelor's Degree in Public Administration, Planning, Finance, Real Estate Development or a related area with 10+ years of related experience in housing development, real estate development, finance, planning, public adminstration, or related field.
  • Or an equivalent combination of education and experience
  • 4 years of managerial experience
  • Master degree preferred
  • Experience with complex legal documents, development agreements and contracts, executive communications, development-related documents, master plans, design guidelines, construction site plans, budget documents, and technical reports, strategic or operational plans preferred
  • No additional certifications.

Other Necessary Requirements:

  • May require evenings, weekends, and holidays as scheduled.
  • In the event of major storms or other emergency situations, this position may be subject to 24-hour shifts or any other emergency schedule that is necessary to meet the City's needs.
