MANTECH seeks a motivated, career and customer-oriented Senior Financial Manager & Cloud FinOps Specialist to join our team in the Pentagon / Fort Belvoir area. This is a hybrid position with 4 days onsite and 1 day remote.

Operating at the critical intersection of traditional Army resource management and modern cloud financial engineering, you will provide professional financial management and cost optimization to support the Enterprise Cloud Management Activity (ECMA) mission.

Responsibilities include but are not limited to:

• Administer funding lines and monitor budget execution across diverse appropriations to ensure accurate and compliant obligations.
• Optimize multi-cloud consumption across major providers (AWS, Azure, Google Cloud) using Kion and Seer to accurately forecast costs and enforce budget boundaries.
• Reconcile complex Cloud Service Provider billing datasets with Army General Fund Enterprise Business System (GFEBS) lines of accounting for timely tenant chargebacks.
• Lead Joint Reconciliation Program (JRP) cycles and conduct quarterly Dormant Account Reviews (DAR-Q) to ensure strict Financial Improvement and Audit Readiness (FIAR) compliance.

Minimum Qualifications:

• Bachelor's degree preferably in finance, Accounting, Computer Science (business focus), Business Administration, Public Administration, or related discipline.
• Nine (9) years of work experience and five (5) to eight (8) years of progressive federal or DoD financial management experience, including direct support for Army PEOs or G-8/RM offices.
• Active proficiency with GFEBS, and advanced Microsoft Excel capabilities (SQL queries, pivot tables).
• Executive-level PowerPoint presentation skills.

Preferred Qualifications:

• Direct experience with cloud business offices, IT portfolio management, or enterprise cloud governance frameworks.
• Active DoD Financial Management Certification (Level 2 or 3).
• FinOps Certified Practitioner (FCP), CDFM-A, or CGFM certifications.

Clearance Requirements:

• Must be a U.S citizen with a current/active Secret clearance.

Physical Requirements:

• The person in this position must be able to remain in a stationary position 50% of the time and occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers via email, phone, or virtual communication.

The projected compensation range for this position is $99,200.00-$164,900.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
