Senior GIS Database Migration Architect
Location: Houston, TX (Hybrid) or Remote | 6-Month Contract-to-Hire
About the Role
Apex Systems is actively seeking a Senior GIS Database Migration Architect to play a pivotal role in assessing and architecting a large-scale migration of Esri Enterprise Geodatabases from Oracle to PostgreSQL/PostGIS. As the technical lead, you will own the discovery, analysis, and roadmap development necessary to drive a high-visibility migration assessment for a major enterprise environment. This is a hands-on, assessment-focused role designed for a senior-level professional eager to influence strategic data architecture decisions and set the foundation for future cloud readiness.
Responsibilities
- Lead comprehensive technical assessments of current Esri Enterprise Geodatabase environments, including Oracle and ArcGIS Enterprise/Portal services.
- Analyze database schemas, spatial data constructs, dependencies, and service integrations to inform migration feasibility.
- Identify compatibility, data integrity, and dependency risks, and define technical remediation strategies.
- Evaluate Oracle-to-PostgreSQL/PostGIS migration risks, including gaps in spatial functionality, performance, data types, and platform features.
- Map ETL processes, source systems, operational dependencies, and downstream consumers to document potential migration impacts.
- Develop robust governance recommendations for ETL, metadata, spatial reference standards, access control, and lifecycle management.
- Build detailed phased migration roadmaps and runbooks, covering sequencing, resource needs, risk mitigation, validation gates, and rollback planning.
- Present technical findings, risks, and recommendations to technical and business stakeholders, ensuring clear executive-level communication.
- Support future Azure readiness by documenting cloud considerations and collaborating with cloud architects, without expanding project scope.
Required Skills and Experience
- 8+ years of progressive experience in GIS, database architecture, spatial databases, or large-scale data migrations.
- Deep hands-on Esri enterprise environment knowledge, including ArcGIS Enterprise, Portal, and Geodatabases.
- Proven expertise managing and architecting enterprise databases, with advanced Postgres/PostgreSQL/PostGIS skills.
- Demonstrated success assessing or planning Oracle Enterprise Geodatabase migrations to PostgreSQL/PostGIS.
- Advanced Oracle database skills: SQL, schema/dependency analysis, spatial capabilities, indexing, query optimization, security, and risk identification.
- Strong understanding of ETL and integration patterns (FME, Python, SQL, ArcPy, APIs).
- Familiarity with Azure architecture related to PostgreSQL/PostGIS and Esri workloads.
- Excellent written and verbal communication skills tailored to both technical and executive audiences.
- Ability to independently drive technical discovery, facilitate workshops, and produce client-ready documentation and roadmaps.
Preferred Skills
- Experience in oil and gas, utilities, infrastructure, or other asset-intensive industries.
- Familiarity with ArcGIS Online, Survey123, Power BI, Spotfire, and hybrid on-premises/cloud architectures.
- Knowledge of data validation, reconciliation, profiling, metadata, and governance controls for spatial data migrations.
- Exposure to Azure Database for PostgreSQL, infrastructure-as-code, CI/CD, and observability best practices.
- Industry certifications in Esri, PostgreSQL, Oracle, Microsoft Azure, or data architecture.
