Job Description

Overview:

GovCIO is seeking a highly experienced Senior IBM Datacap Technical Architect / Hands-On Subject Matter Expert (SME) to provide technical leadership, application development, architecture assessment, production troubleshooting, and ongoing engineering support for an enterprise IBM Datacap environment integrated with IBM FileNet Content Manager and other enterprise systems.

This position requires deep, hands-on expertise with IBM Datacap 9.x, including Rule Runner, Taskmaster/TMS, Web Taskmaster (WTM), NScan, Datacap Studio, application rulesets, custom actions, document processing, database connectivity, and FileNet integration.

The successful candidate must be capable of independently diagnosing complex, cross-platform production issues, identifying underlying root causes, implementing corrective solutions, and improving application reliability, performance, scalability, and maintainability.

This is not a primarily advisory, management, or general administration role. The individual must be an experienced technical architect who remains actively involved in application configuration, development, troubleshooting, scripting, technical testing, and production incident resolution.

The role requires sufficient cross-stack expertise to collaborate effectively with Oracle DBAs, Windows/infrastructure engineers, FileNet administrators, security teams, application developers, and IBM Support.

Responsibilities:

1. Datacap Architecture, Design, and Technical Leadership

  • Serve as the senior technical authority for IBM Datacap architecture, application design, configuration, development, integration, and operational reliability.

  • Assess existing Datacap implementations to identify design weaknesses, configuration issues, processing bottlenecks, and opportunities to improve resiliency and maintainability.

  • Design, configure, and troubleshoot distributed Datacap environments, including Rule Runner, Taskmaster/TMS, WTM, Datacap Server, and associated components.

  • Evaluate server-role separation, component dependencies, service configuration, high availability, fault isolation, and recovery mechanisms.

  • Assess CPU, memory, disk I/O, network, database connections, Rule Runner threads, and concurrent processing capacity.

  • Establish workload-based performance baselines, capacity recommendations, and scalability improvements.

  • Provide technical direction, engineering standards, and mentoring while remaining directly responsible for hands-on technical work.

2. Datacap Application Development and Processing

  • Design, develop, maintain, and troubleshoot Datacap applications, workflows, rulesets, scripts, custom actions, and processing logic.

  • Support the complete document-processing lifecycle, including scanning/upload, NScan, document conversion, image enhancement, OCR/ICR, PageID, document identification, classification, splitting, indexing, verification, export, and downstream integration.

  • Develop and troubleshoot custom actions using C#, VB.NET, VBScript, JavaScript, SQL, and applicable Datacap development tools.

  • Investigate document conversion failures, unsupported or problematic file formats, PDF/TIFF processing, barcode recognition, document splitting, and missing or corrupted processing artifacts.

  • Troubleshoot NScan preview, image rendering, document navigation, indexing, and verification behavior.

  • Implement appropriate validation, exception handling, error logging, recovery, and processing safeguards.

  • Ensure failed processing steps are appropriately stopped or routed for correction rather than allowing incomplete or invalid documents to continue downstream.

3. Rule Runner, Taskmaster, and Production Stability

  • Diagnose recurring processing failures involving Rule Runner, Taskmaster/TMS, WTM, and related Datacap services.

  • Investigate pending, running, stalled, aborted, and partially completed batches to determine the actual failure point.

  • Troubleshoot Rule Runner thread configuration, task assignments, resource utilization, workflow execution, and processing bottlenecks.

  • Analyze intermittent service instability, hung processing threads, unexpected service termination, and processing failures following restarts.

  • Evaluate batch recovery, retry behavior, restart sequencing, and the ability to resume processing without data loss, duplication, or inconsistent states.

  • Correlate batch-level, thread-level, application, Windows, database, and infrastructure evidence to isolate root causes.

  • Implement permanent corrective actions rather than relying primarily on service restarts or temporary operational workarounds.

4. Oracle Database and Cross-Platform Troubleshooting

  • Troubleshoot Datacap database interactions, connectivity, SQL execution, configuration, and processing dependencies.

  • Investigate Oracle connectivity failures, including ORA-03113, terminated idle sessions, stale database connections, connection timeouts, and application reconnection behavior.

  • Assess Oracle client configurations, TNS settings, database connectivity parameters, permissions, grants, and service-account dependencies.

  • Work directly with Oracle DBAs to analyze database sessions, connectivity failures, resource utilization, and application/database interaction issues.

  • Develop and troubleshoot SQL queries, stored procedures, validation logic, metadata updates, and data reconciliation processes.

  • Diagnose field-length mismatches, data-type conflicts, missing updates, and failed downstream database write-back.

  • Develop controlled, auditable data correction and recovery procedures when necessary.

5. FileNet Integration and Document Traceability

  • Develop, maintain, and troubleshoot IBM Datacap integrations with IBM FileNet P8/Content Engine.

  • Support document export/commit, object-store integration, document classes/types, metadata mapping, and document ID generation and write-back.

  • Investigate incomplete exports, missing documents, mismatched document identifiers, failed metadata updates, and downstream processing inconsistencies.

  • Trace document processing across Datacap batch/work-item identifiers, document identifiers, FileNet GUIDs, database records, and downstream application references.

  • Develop reconciliation, logging, and exception-handling mechanisms to confirm successful document processing and identify incomplete transactions.

  • Implement safeguards to prevent duplicate exports, lost references, inconsistent metadata, and unrecoverable partial processing.

6. Windows Infrastructure, Security, and Configuration

  • Troubleshoot Datacap dependencies involving Windows Server, IIS, Windows services, shared storage, network paths, and service-account permissions.

  • Investigate authentication, Active Directory integration, service identities, folder permissions, registry settings, encryption keys, and credential configurations.

  • Validate component prerequisites, connectivity, shared-path accessibility, and configuration consistency across distributed servers.

  • Identify and remediate configuration differences across Development, Test, and Production.

  • Maintain documented environment configuration baselines, including service settings, rulesets, scripts, registry entries, database connections, and application dependencies.

  • Establish repeatable deployment, configuration validation, rollback, and recovery procedures.

7. Production Incident Management and Root-Cause Analysis

  • Provide Tier 3/engineering-level support for complex Datacap production incidents.

  • Independently investigate unfamiliar failures by developing hypotheses, gathering diagnostic evidence, isolating affected components, and reproducing issues where practical.

  • Analyze Datacap RRS logs, Rule Runner logs, TMS logs, WTM logs, Windows Event Viewer, database logs, application logs, and infrastructure performance metrics.

  • Preserve relevant diagnostic evidence before restarting services or implementing temporary mitigations whenever operationally feasible.

  • Document root cause, contributing factors, business impact, corrective actions, preventive actions, and validation results.

  • Coordinate complex investigations with IBM Support, Oracle DBAs, FileNet engineers, infrastructure teams, and application developers.

  • Develop operational runbooks, monitoring procedures, troubleshooting guides, and proactive health checks.

  • Communicate incident status, known and unknown conditions, business impact, mitigation, investigation progress, and next steps clearly to technical and nontechnical stakeholders.

8. Testing, Deployment, and Operational Improvements

  • Develop technical testing strategies covering functional, integration, regression, negative-path, performance, load, concurrency, and recovery scenarios.

  • Validate processing behavior under concurrent user activity, high document volumes, large files, and infrastructure or connectivity interruptions.

  • Test failure recovery, retry behavior, exception handling, and document/data consistency.

  • Support test automation where practical, including appropriate technologies for browser-based and desktop/scanning components.

  • Develop repeatable deployment and rollback procedures consistent with formal change-management requirements.

  • Maintain technical documentation, configuration inventories, change records, and operational support procedures.

  • Support Agile development, defect management, backlog refinement, and controlled software releases using Azure DevOps or comparable tools.
